88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Article VIII, Texas Constitution, is amended by
1010 adding Section 1-e-1 to read as follows:
1111 Sec. 1-e-1. Notwithstanding any other law, beginning on
1212 January 1, 2014, a political subdivision of this state may not levy
1313 an ad valorem tax for the purpose of maintaining an efficient system
1414 of public free schools.
1515 SECTION 2. This proposed constitutional amendment shall be
1616 submitted to the voters at an election to be held November 3, 2009.
1717 The ballot shall be printed to permit voting for or against the
1818 proposition: "The constitutional amendment to abolish school
1919 district maintenance and operations ad valorem taxes beginning on
2020 January 1, 2014, in order that the legislature may enact a fairer
2121 system of fully funding public education."
