| 5 | 5 | | WHEREAS, Section 5(b), Article III, Texas Constitution, |

| 7 | 7 | | "When convened in regular Session, the first thirty days |

| 8 | 8 | | thereof shall be devoted to the introduction of bills and |
|---|
| 9 | 9 | | resolutions, acting upon emergency appropriations, passing upon |

| 10 | 10 | | the confirmation of the recess appointees of the Governor and such |
|---|
| 11 | 11 | | emergency matters as may be submitted by the Governor in special |
|---|
| 12 | 12 | | messages to the Legislature. During the succeeding thirty days of |

| 13 | 13 | | the regular session of the Legislature the various committees of |
|---|
| 14 | 14 | | each House shall hold hearings to consider all bills and |
|---|
| 15 | 15 | | resolutions and other matters then pending; and such emergency |

| 21 | 21 | | WHEREAS, It is specifically provided in Section 5(c), Article |

| 23 | 23 | | its order of business by an affirmative vote of four-fifths of its |
|---|
| 24 | 24 | | membership; now, therefore, be it |

| 25 | 25 | | RESOLVED by the House of Representatives of the 81st Texas |
|---|
| 26 | 26 | | Legislature, by an affirmative vote of four-fifths of its |
|---|
| 27 | 27 | | membership, That the order of its business for the regular session |
|---|
| 28 | 28 | | is hereby determined to be otherwise than set forth in Section 5(b), |
