| 5 | 5 | | WHEREAS, The Electric Reliability Council of Texas has been |

| 6 | 6 | | recognized with an Annual Achievement Award from the Utility Wind |

| 7 | 7 | | Integration Group for the innovative work of Warren Lasher and Dan |
|---|
| 8 | 8 | | Woodfin; and |
|---|
| 9 | 9 | | WHEREAS, Overcoming technical and other challenges, these |
|---|
| 10 | 10 | | two men led the planning effort for one of the largest transmission |
|---|
| 11 | 11 | | system improvement projects in the history of the United States; |
|---|
| 12 | 12 | | and |
|---|
| 13 | 13 | | WHEREAS, The potential of Texas' renewable energy depends on |
|---|
| 14 | 14 | | the appropriate electric transmission infrastructure, and Mr. |
|---|
| 15 | 15 | | Lasher and Mr. Woodfin conducted the transmission planning process |
|---|
| 16 | 16 | | to implement Competitive Renewable Energy Zone legislation, which |
|---|
| 17 | 17 | | was passed in Texas in 2005; transmission planning is a critical |
|---|
| 18 | 18 | | step on the way to harnessing environmentally sound forms of |
|---|
| 19 | 19 | | electric power generation that will ultimately lower energy costs, |
|---|
| 20 | 20 | | enhance the state's environmental quality, and stimulate job |
|---|
| 21 | 21 | | growth; and |
|---|
| 22 | 22 | | WHEREAS, Mr. Lasher and Mr. Woodfin have contributed |
|---|
| 23 | 23 | | significantly to the development of renewable energy transmission |
|---|
| 24 | 24 | | infrastructure in Texas, bringing the state ever closer to meeting |
|---|
| 25 | 25 | | the demands of a 21st century economy; now, therefore, be it |
|---|
| 26 | 26 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 27 | 27 | | Legislature hereby commend Warren Lasher and Dan Woodfin of the |
|---|
| 28 | 28 | | Electric Reliability Council of Texas for their award-winning work |

| 29 | 29 | | in behalf of renewable energy transmission infrastructure and |

| 30 | 30 | | extend to them sincere best wishes for continued success; and, be it |
