5	5	WHEREAS, The Texas House of Representatives proudly
6	6	recognizes the members of the Texas Association of Public Employee
7	7	Retirement Systems (TEXPERS) on the occasion of their 20th Annual
8	8	Conference in Austin on March 28-April 1, 2009; and
9	9	WHEREAS, Founded in 1989, TEXPERS is an effective voluntary
10	10	statewide organization created with the purpose of protecting
11	11	public employee retirement systems in Texas, as well as promoting
12	12	quality management by providing members with outstanding
13	13	educational programs; and
14	14	WHEREAS, Since it was chartered, this nonprofit educational
15	15	association has provided forums for discussing state and national
16	16	legislative issues that affect Texas pension systems; it has also
17	17	supplied important information on retirement system
18	18	administration, benefit designs, and federal programs; and
19	19	WHEREAS, TEXPERS has assumed the task of improving the
20	20	management and administration of retirement systems through the
21	21	creation of certified training for trustees, and it is dedicated to
22	22	addressing the concerns of public employee retirement systems and
23	23	helping to ensure their actuarial integrity; and
24	24	WHEREAS, This organization has grown extensively over the
25	25	past 20 years; currently, its member systems represent more than
26	26	322,000 active and retired participants throughout the great State
27	27	of Texas; and
28	28	WHEREAS, Public retirement systems benefit a significant
29	29	number of Texas public employees, from police officers to
30	30	firefighters to employees of utility districts, transit systems,
31	31	hospital districts, appraisal districts, and river authorities;
32	32	and
33	33	WHEREAS, Many members of the nation's outstanding firms that
34	34	provide professional services to public pension funds are also
35	35	members of TEXPERS; associate members include actuaries,
36	36	consultants, banks, law firms, and investment managers; and
37	37	WHEREAS, The organization's annual conferences provide
38	38	excellent opportunities for the association to present quality
39	39	training for trustees and administrators, to develop communication
40	40	between diverse parties interested in public retirement plans, and
41	41	to protect the rights of public pension systems and the employees
42	42	they cover, and this association is to be commended for the vital
43	43	role it plays in promoting the sound condition of these public
44	44	funds; now, therefore, be it
45	45	RESOLVED, That the House of Representatives of the 81st Texas
46	46	Legislature hereby recognize the many individuals affiliated with
47	47	the Texas Association of Public Employee Retirement Systems and
48	48	extend to them best wishes for a successful annual conference; and,
49	49	be it further
50	50	RESOLVED, That an official copy of this resolution be
51	51	prepared for TEXPERS as an expression of high regard by the Texas
52	52	House of Representatives.
