5 | 5 | | WHEREAS, Global warming could be a threat to the vibrant |
---|
6 | 6 | | Texas economy and to the quality of life that Texans currently |
---|
7 | 7 | | enjoy; and |
---|
8 | 8 | | WHEREAS, In 2007 the Intergovernmental Panel on Climate |
---|
9 | 9 | | Change (IPCC) concluded that global warming was most likely caused |
---|
10 | 10 | | by increases in greenhouse gas emissions due to human activity; and |
---|
11 | 11 | | WHEREAS, Texas, with the ninth largest economy in the world, |
---|
12 | 12 | | ranks seventh in the world in carbon dioxide emissions from fossil |
---|
13 | 13 | | fuel combustion; and |
---|
14 | 14 | | WHEREAS, In January of 2009, the U.S. Geological Survey |
---|
15 | 15 | | concluded that temperatures are rising faster than predicted and |
---|
16 | 16 | | that "the Southwestern United States may be entering a period of |
---|
17 | 17 | | increased drought"; and |
---|
18 | 18 | | WHEREAS, Recent projections by the Environmental Protection |
---|
19 | 19 | | Agency indicate that the Gulf of Mexico could rise between one and |
---|
20 | 20 | | five feet by 2100, possibly due to climate change, threatening |
---|
21 | 21 | | nearly one-quarter of the state's population living on or near the |
---|
22 | 22 | | Texas coast; and |
---|
23 | 23 | | WHEREAS, Changing climate patterns also pose a serious threat |
---|
24 | 24 | | to the state's $14 billion agricultural industry; and |
---|
25 | 25 | | WHEREAS, Scientists predict that multiple effects will |
---|
26 | 26 | | result from projected temperature increases, including more |
---|
27 | 27 | | heat-related fatalities, higher ozone concentrations in urban |
---|
28 | 28 | | areas, more wildfires, increased incidences of tropical diseases, |
---|
29 | 29 | | and other public health implications; and |
---|
30 | 30 | | WHEREAS, Earth Hour began in 2007 in Sydney, Australia, when |
---|
31 | 31 | | 2.2 million homes and businesses switched off their lights for one |
---|
32 | 32 | | hour as a response to the concern that climate change may pose to |
---|
33 | 33 | | our planet; and |
---|
34 | 34 | | WHEREAS, Earth Hour has grown into a global sustainability |
---|
35 | 35 | | movement as a part of which 50 million people switched off their |
---|
36 | 36 | | lights last year; and |
---|
37 | 37 | | WHEREAS, Earth Hour seeks to educate individuals about the |
---|
38 | 38 | | serious concern of climate change and urges the U.S. administration |
---|
39 | 39 | | to lead the global effort to curb deforestation, a principal cause |
---|
40 | 40 | | of climate change, and to promote the creation of a low carbon |
---|
41 | 41 | | economy through renewable energy sources and improved energy |
---|
42 | 42 | | efficient standards; and |
---|
43 | 43 | | WHEREAS, 825 cities in 80 countries have already agreed to |
---|
44 | 44 | | participate in Earth Hour 2009; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
46 | 46 | | Legislature hereby express its enthusiastic support for Earth Hour, |
---|
47 | 47 | | March 28, 2009, and urge all Texas citizens to participate in this |
---|
48 | 48 | | effort by turning their lights off from 8:30 to 9:30 p.m. Central |
---|
49 | 49 | | Standard Time; and, be it further |
---|
50 | 50 | | RESOLVED, That the House of Representatives participate in |
---|
51 | 51 | | this important effort by turning off the Capitol dome lights from |
---|
52 | 52 | | 8:30 to 9:30 p.m. Central Standard Time. |
