| 5 | 5 | | WHEREAS, Dr. Robert L. Chappell, Jr., was honored by the |

| 6 | 6 | | Heritage of Odessa Foundation with a 2009 Community Statesman Award |
|---|
| 7 | 7 | | in recognition of his outstanding civic contributions; and |
|---|
| 8 | 8 | | WHEREAS, Every year for the past quarter-century, the |
|---|
| 9 | 9 | | Heritage of Odessa Foundation has paid tribute to individuals who |
|---|
| 10 | 10 | | have excelled in their various fields and in their public service |
|---|
| 11 | 11 | | endeavors; nominated by their fellow citizens and chosen by a |
|---|
| 12 | 12 | | special committee, the 13 recipients have volunteered their time |
|---|
| 13 | 13 | | and resources to support Odessa and its residents; in 2009, Dr. |
|---|
| 14 | 14 | | Chappell was selected for this accolade in the category of health |
|---|
| 15 | 15 | | and science; and |
|---|
| 16 | 16 | | WHEREAS, An Odessa native and an alumnus of Odessa High |
|---|
| 17 | 17 | | School, Robert Chappell graduated from Baylor College of Medicine |
|---|
| 18 | 18 | | and returned to his hometown to set up a private practice; he |
|---|
| 19 | 19 | | developed the first psoriasis treatment center in the Permian |
|---|
| 20 | 20 | | Basin, and he and his colleagues also created the region's first |
|---|
| 21 | 21 | | laser and aesthetic center; despite his busy medical practice, Dr. |
|---|
| 22 | 22 | | Chappell has been actively involved in such local organizations as |
|---|
| 23 | 23 | | the United Way, Westminster Presbyterian Church, and Hospice of the |
|---|
| 24 | 24 | | Southwest, and he has been recognized with the Caring Hands Award |
|---|
| 25 | 25 | | from Medical Center Hospital; and |
|---|
| 26 | 26 | | WHEREAS, This esteemed Texan has demonstrated an unwavering |
|---|
| 27 | 27 | | commitment to his profession and to the city of Odessa, and his |
|---|
| 28 | 28 | | compassion and generosity are an inspiration to all who know him; |
|---|
| 29 | 29 | | now, therefore, be it |

| 30 | 30 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 31 | 31 | | Legislature hereby congratulate Dr. Robert L. Chappell, Jr., on his |

| 32 | 32 | | receipt of a 2009 Community Statesman Award and extend to him |
|---|
