5	5	WHEREAS, With a notable career in education and a stellar
6	6	record of volunteerism, Barbara Effenberger of Seguin has made a
7	7	positive difference in her community; and
8	8	WHEREAS, A native of Hondo, Mrs. Effenberger earned a
9	9	bachelor's degree in elementary education from Texas Lutheran
10	10	University, and after teaching third grade in New Braunfels, she
11	11	earned a master's degree in counseling and guidance from Texas A&M
12	12	University; and
13	13	WHEREAS, Mrs. Effenberger went on to serve as a counselor
14	14	with Snook ISD, where she helped establish a special education
15	15	program; in 1970, she moved to Seguin, and her outstanding 24-year
16	16	tenure with the local district included service as a counselor and
17	17	elementary teacher; and
18	18	WHEREAS, Mrs. Effenberger has further contributed to the
19	19	youth of Central Texas as a Court Appointed Special Advocate, or
20	20	CASA, volunteer for abused and neglected children; she has also
21	21	worked in behalf of area senior citizens as chair of the Advisory
22	22	Council of the Retired and Senior Volunteer Program; and
23	23	WHEREAS, A number of professional organizations have
24	24	benefited from Mrs. Effenberger's membership, including the Texas
25	25	Retired Teachers Association, Delta Kappa Gamma Society
26	26	International, and the National Education Association; she is a
27	27	life member of the Texas State Teachers Association, which she has
28	28	served as a member of the board of directors and legislative action
29	29	committee; and
30	30	WHEREAS, An active and valued leader in the Democratic Party,
31	31	she has served as the group's Guadalupe County chair, as a member of
32	32	its State Executive Committee, and as co-chair of its State
33	33	Legislative Committee; moreover, she is a member of the Texas
34	34	Democratic Women and treasurer of the Texas Democratic County
35	35	Chairs Association; and
36	36	WHEREAS, Mrs. Effenberger has also shared her time with the
37	37	Texas Silver-Haired Legislature; in addition to serving as the
38	38	representative of Comal and Guadalupe Counties, she has been
39	39	comptroller, and in 2005, she was appointed by Congressman Henry
40	40	Cuellar to represent her fellow senior citizens at the White House
41	41	Conference on Aging in Washington, D.C.; and
42	42	WHEREAS, Dedicated to her faith, she is involved in the Women
43	43	of the ELCA and has served on the antiracism team of the
44	44	Southwestern Texas Synodical Women's Organization, and her
45	45	dedication to making her community a better place earned her the
46	46	Texas Lutheran University Distinguished Community Service Award in
47	47	2006; and
48	48	WHEREAS, Those individuals who step forward to share their
49	49	time with others are indeed deserving of our profound gratitude,
50	50	and it is a pleasure to honor Barbara Effenberger, whose efforts
51	51	have enriched the lives of countless Texans; now, therefore, be it
52	52	RESOLVED, That the House of Representatives of the 81st Texas
53	53	Legislature hereby commend Barbara Effenberger for her
54	54	professional achievements and her service to her fellow citizens
55	55	and extend to her sincere best wishes for continued success and
56	56	happiness; and, be it further
57	57	RESOLVED, That an official copy of this resolution be
58	58	prepared for Mrs. Effenberger as an expression of high regard by the
59	59	Texas House of Representatives.
