44 R E S O L U T I O N
55 WHEREAS, With a notable career in education and a stellar
66 record of volunteerism, Barbara Effenberger of Seguin has made a
77 positive difference in her community; and
88 WHEREAS, A native of Hondo, Mrs. Effenberger earned a
99 bachelor's degree in elementary education from Texas Lutheran
1010 University, and after teaching third grade in New Braunfels, she
1111 earned a master's degree in counseling and guidance from Texas A&M
1212 University; and
1313 WHEREAS, Mrs. Effenberger went on to serve as a counselor
1414 with Snook ISD, where she helped establish a special education
1515 program; in 1970, she moved to Seguin, and her outstanding 24-year
1616 tenure with the local district included service as a counselor and
1717 elementary teacher; and
1818 WHEREAS, Mrs. Effenberger has further contributed to the
1919 youth of Central Texas as a Court Appointed Special Advocate, or
2020 CASA, volunteer for abused and neglected children; she has also
2121 worked in behalf of area senior citizens as chair of the Advisory
2222 Council of the Retired and Senior Volunteer Program; and
2323 WHEREAS, A number of professional organizations have
2424 benefited from Mrs. Effenberger's membership, including the Texas
2525 Retired Teachers Association, Delta Kappa Gamma Society
2626 International, and the National Education Association; she is a
2727 life member of the Texas State Teachers Association, which she has
2828 served as a member of the board of directors and legislative action
2929 committee; and
3030 WHEREAS, An active and valued leader in the Democratic Party,
3131 she has served as the group's Guadalupe County chair, as a member of
3232 its State Executive Committee, and as co-chair of its State
3333 Legislative Committee; moreover, she is a member of the Texas
3434 Democratic Women and treasurer of the Texas Democratic County
3535 Chairs Association; and
3636 WHEREAS, Mrs. Effenberger has also shared her time with the
3737 Texas Silver-Haired Legislature; in addition to serving as the
3838 representative of Comal and Guadalupe Counties, she has been
3939 comptroller, and in 2005, she was appointed by Congressman Henry
4040 Cuellar to represent her fellow senior citizens at the White House
4141 Conference on Aging in Washington, D.C.; and
4242 WHEREAS, Dedicated to her faith, she is involved in the Women
4343 of the ELCA and has served on the antiracism team of the
4444 Southwestern Texas Synodical Women's Organization, and her
4545 dedication to making her community a better place earned her the
4646 Texas Lutheran University Distinguished Community Service Award in
4747 2006; and
4848 WHEREAS, Those individuals who step forward to share their
4949 time with others are indeed deserving of our profound gratitude,
5050 and it is a pleasure to honor Barbara Effenberger, whose efforts
5151 have enriched the lives of countless Texans; now, therefore, be it
5252 RESOLVED, That the House of Representatives of the 81st Texas
5353 Legislature hereby commend Barbara Effenberger for her
5454 professional achievements and her service to her fellow citizens
5555 and extend to her sincere best wishes for continued success and
5656 happiness; and, be it further
5757 RESOLVED, That an official copy of this resolution be
5858 prepared for Mrs. Effenberger as an expression of high regard by the
5959 Texas House of Representatives.
