Sowell III of Houston served as a member of the Texas Racing Commission from 2003 until 2009, and his exemplary tenure stands as a shining example of public service; and WHEREAS, The Texas Racing Commission oversees the racing industry in Texas in order to enforce the Texas Racing Act and to ensure the safety, integrity, and fairness of Texas pari-mutuel racing; Mr. Sowell was appointed to the commission by Governor Rick Perry to begin his term on August 26, 2003; and WHEREAS, A graduate of The University of Texas and The University of Texas School of Law, Mr. Sowell is vice president of governmental affairs and community relations with The McNair Group; he currently contributes to his community as a member of the Gulf Coast Regional Blood Center board of directors, and he is a member of The University of Texas Chancellor's Council Executive Committee, the Longhorn Foundation Advisory Council, The University of Texas Development Board, and the "C" Club; and WHEREAS, He has shared his time with a number of professional associations, holding such leadership positions as vice chairman of the Houston Bar Association Legislative Committee, vice president and director of the Texas Young Lawyers Association, and chairman of the Texas Young Lawyers Association Legislation Committee; he is also a member of Phi Gamma Delta social fraternity, Delta Sigma Pi business fraternity, and Phi Delta Phi international legal fraternity, and he is listed in "Who's Who in American Law"; and WHEREAS, Mr. Sowell is vice chairman of the Harris County Sports & Convention Corporation board of directors and an ex officio member of the Houston Livestock Show and Rodeo board of directors and committee; a life member of the Houston Livestock Show and Rodeo and Quarter Horse Committee, he is president of the Houston Athletic Committee, cofounder and chairman of the Houston Baseball Dinner, and director of the Touchdown Club of Houston, Inc.; and WHEREAS, Charles Sowell is a notable civic leader, and his outstanding contributions and continuing commitment to the Texas Racing Commission and the State of Texas truly merit special recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby commend Charles L. Sowell III for his years of service on the Texas Racing Commission and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Sowell as an expression of high regard by the Texas House of Representatives.
