| 5 | 5 | | WHEREAS, Charles L. Sowell III of Houston served as a member |

| 6 | 6 | | of the Texas Racing Commission from 2003 until 2009, and his |

| 7 | 7 | | exemplary tenure stands as a shining example of public service; and |
|---|
| 8 | 8 | | WHEREAS, The Texas Racing Commission oversees the racing |
|---|
| 9 | 9 | | industry in Texas in order to enforce the Texas Racing Act and to |
|---|
| 10 | 10 | | ensure the safety, integrity, and fairness of Texas pari-mutuel |
|---|
| 11 | 11 | | racing; Mr. Sowell was appointed to the commission by Governor Rick |
|---|
| 12 | 12 | | Perry to begin his term on August 26, 2003; and |
|---|
| 13 | 13 | | WHEREAS, A graduate of The University of Texas and The |
|---|
| 14 | 14 | | University of Texas School of Law, Mr. Sowell is vice president of |
|---|
| 15 | 15 | | governmental affairs and community relations with The McNair Group; |
|---|
| 16 | 16 | | he currently contributes to his community as a member of the Gulf |
|---|
| 17 | 17 | | Coast Regional Blood Center board of directors, and he is a member |
|---|
| 18 | 18 | | of The University of Texas Chancellor's Council Executive |
|---|
| 19 | 19 | | Committee, the Longhorn Foundation Advisory Council, The |
|---|
| 20 | 20 | | University of Texas Development Board, and the "C" Club; and |
|---|
| 21 | 21 | | WHEREAS, He has shared his time with a number of professional |
|---|
| 22 | 22 | | associations, holding such leadership positions as vice chairman of |
|---|
| 23 | 23 | | the Houston Bar Association Legislative Committee, vice president |
|---|
| 24 | 24 | | and director of the Texas Young Lawyers Association, and chairman |
|---|
| 25 | 25 | | of the Texas Young Lawyers Association Legislation Committee; he is |

| 26 | 26 | | also a member of Phi Gamma Delta social fraternity, Delta Sigma Pi |

| 27 | 27 | | business fraternity, and Phi Delta Phi international legal |

| 28 | 28 | | fraternity, and he is listed in "Who's Who in American Law"; and |

| 29 | 29 | | WHEREAS, Mr. Sowell is vice chairman of the Harris County |

| 32 | 32 | | directors and committee; a life member of the Houston Livestock |

| 37 | 37 | | WHEREAS, Charles Sowell is a notable civic leader, and his |

| 38 | 38 | | outstanding contributions and continuing commitment to the Texas |

| 39 | 39 | | Racing Commission and the State of Texas truly merit special |

| 40 | 40 | | recognition; now, therefore, be it |
|---|
| 41 | 41 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 42 | 42 | | Legislature hereby commend Charles L. Sowell III for his years of |
