44 R E S O L U T I O N
55 WHEREAS, Charles L. Sowell III of Houston served as a member
66 of the Texas Racing Commission from 2003 until 2009, and his
77 exemplary tenure stands as a shining example of public service; and
88 WHEREAS, The Texas Racing Commission oversees the racing
99 industry in Texas in order to enforce the Texas Racing Act and to
1010 ensure the safety, integrity, and fairness of Texas pari-mutuel
1111 racing; Mr. Sowell was appointed to the commission by Governor Rick
1212 Perry to begin his term on August 26, 2003; and
1313 WHEREAS, A graduate of The University of Texas and The
1414 University of Texas School of Law, Mr. Sowell is vice president of
1515 governmental affairs and community relations with The McNair Group;
1616 he currently contributes to his community as a member of the Gulf
1717 Coast Regional Blood Center board of directors, and he is a member
1818 of The University of Texas Chancellor's Council Executive
1919 Committee, the Longhorn Foundation Advisory Council, The
2020 University of Texas Development Board, and the "C" Club; and
2121 WHEREAS, He has shared his time with a number of professional
2222 associations, holding such leadership positions as vice chairman of
2323 the Houston Bar Association Legislative Committee, vice president
2424 and director of the Texas Young Lawyers Association, and chairman
2525 of the Texas Young Lawyers Association Legislation Committee; he is
2626 also a member of Phi Gamma Delta social fraternity, Delta Sigma Pi
2727 business fraternity, and Phi Delta Phi international legal
2828 fraternity, and he is listed in "Who's Who in American Law"; and
2929 WHEREAS, Mr. Sowell is vice chairman of the Harris County
3030 Sports & Convention Corporation board of directors and an ex
3131 officio member of the Houston Livestock Show and Rodeo board of
3232 directors and committee; a life member of the Houston Livestock
3333 Show and Rodeo and Quarter Horse Committee, he is president of the
3434 Houston Athletic Committee, cofounder and chairman of the Houston
3535 Baseball Dinner, and director of the Touchdown Club of Houston,
3636 Inc.; and
3737 WHEREAS, Charles Sowell is a notable civic leader, and his
3838 outstanding contributions and continuing commitment to the Texas
3939 Racing Commission and the State of Texas truly merit special
4040 recognition; now, therefore, be it
4141 RESOLVED, That the House of Representatives of the 81st Texas
4242 Legislature hereby commend Charles L. Sowell III for his years of
4343 service on the Texas Racing Commission and extend to him sincere
4444 best wishes for the future; and, be it further
4545 RESOLVED, That an official copy of this resolution be
4646 prepared for Mr. Sowell as an expression of high regard by the Texas
4747 House of Representatives.
