| 5 | 5 | | WHEREAS, In conjunction with National Children's Mental |

| 6 | 6 | | Health Awareness Week, mental health professionals and others are |
|---|
| 7 | 7 | | gathering at the Capitol on May 5, 2009, to promote positive mental |
|---|
| 8 | 8 | | health, well-being, and social development for all children and |
|---|
| 9 | 9 | | youth; and |
|---|
| 10 | 10 | | WHEREAS, The National Federation of Families for Children's |
|---|
| 11 | 11 | | Mental Health is encouraging people to wear green ribbons |
|---|
| 12 | 12 | | throughout the week to raise awareness of mental health needs among |
|---|
| 13 | 13 | | young people; and |
|---|
| 14 | 14 | | WHEREAS, Mental health disorders are more common in children |
|---|
| 15 | 15 | | and adolescents than many realize, with studies showing that at |
|---|
| 16 | 16 | | least one in five have a mental health disorder and at least one in |
|---|
| 17 | 17 | | 10 have a serious emotional disturbance; the range of diagnosable |
|---|
| 18 | 18 | | emotional, behavioral, and mental disorders includes depression, |
|---|
| 19 | 19 | | attention deficit disorder, and anxiety, conduct, and eating |
|---|
| 20 | 20 | | disorders; and |
|---|
| 21 | 21 | | WHEREAS, Children and adolescents with mental health issues |
|---|
| 22 | 22 | | need to get help as soon as possible; when left untreated, mental |
|---|
| 23 | 23 | | health issues can lead to school failure, family conflicts, drug |
|---|
| 24 | 24 | | abuse, violence, and even suicide; appropriate treatment may |
|---|
| 25 | 25 | | include counseling, medical care, residential care, day treatment, |
|---|
| 26 | 26 | | education services, rights protection, transportation, or case |
|---|
| 27 | 27 | | management; and |
|---|
| 28 | 28 | | WHEREAS, Mental health disorders in children are real and |
|---|
| 29 | 29 | | painful, but with the help of families and communities working |
|---|
| 30 | 30 | | together, children with mental health needs can thrive; now, |
|---|
| 31 | 31 | | therefore, be it |
|---|
| 32 | 32 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 33 | 33 | | Legislature hereby recognize May 5, 2009, as Children's Mental |
|---|
| 34 | 34 | | Health Awareness Day and encourage all Texans to learn more about |
|---|
| 35 | 35 | | the mental health needs of children and youth. |
