5 | 5 | | WHEREAS, Each year, the John Ben Shepperd Public Leadership |

6 | 6 | | Institute and The University of Texas of the Permian Basin host the |

7 | 7 | | Texas Leadership Forum, a gathering that brings together future and |
---|
8 | 8 | | current leaders of Texas to discuss issues facing the state and |
---|
9 | 9 | | develop creative solutions for those problems; and |
---|
10 | 10 | | WHEREAS, At the 24th annual forum, held in Austin in October |
---|
11 | 11 | | 2008, nine Texans were recognized for presenting the best overall |
---|
12 | 12 | | solution during the forums Search for Solutions competition; their |
---|
13 | 13 | | winning proposal strategically addressed the issues of border |
---|
14 | 14 | | security and human trafficking by establishing the Border |
---|
15 | 15 | | Enforcement Security and Training (BEST) Act, which directs the |
---|
16 | 16 | | Department of Public Safety to assign 180 of 300 new employees to |
---|
17 | 17 | | the 18 counties of the Texas Border Sheriffs Coalition; the |
---|
18 | 18 | | proposal also creates an education and training program on border |
---|
19 | 19 | | security and human trafficking and requires participation in the |
---|
20 | 20 | | program by the new DPS employees in the border region; and |
---|
21 | 21 | | WHEREAS, Those contributing to the winning proposal were team |
---|
22 | 22 | | facilitator David Erinakes, along with team members Aimee Anderson, |
---|
23 | 23 | | Craig Caruana, Chuck Moad, Ruby Lichte Powers, Jon Rogers, Gregory |
---|
24 | 24 | | Stevenson, Alec Weissgerber, and Kent Willis; and |
---|
25 | 25 | | WHEREAS, Judges for the competition were Justice Harriet |
---|
26 | 26 | | ONeill of the Texas Supreme Court, State Representative David |
---|
27 | 27 | | Farabee, and Ernest Angelo, Jr., former mayor of Midland and former |
---|
28 | 28 | | vice chair of the Texas Parks and Wildlife Commission; and |
---|
29 | 29 | | WHEREAS, The young professionals who gathered for the 2008 |
---|
30 | 30 | | Texas Leadership Forum have demonstrated an exemplary commitment to |
---|
31 | 31 | | public service, and their creativity, initiative, and |
---|
32 | 32 | | resourcefulness will serve this state well in the years to come; |
---|

34 | 34 | | RESOLVED, That the House of Representatives of the 81st Texas |
