5	5	WHEREAS, Residents of Bunker Hill Village lost a beloved
6	6	neighbor and a dedicated public servant on September 6, 2007, with
7	7	the passing of Mayor William Harbert Marshall, Sr., at the age of
8	8	62; and
9	9	WHEREAS, Bill Marshall was born on April 9, 1945, to Carolyn
10	10	and Cecil Marshall in Goose Creek and earned both a bachelor's and
11	11	master's degree in chemical engineering from The University of
12	12	Texas; and
13	13	WHEREAS, After completing graduate school in 1970, Mr.
14	14	Marshall worked for Exxon USA, Woodson-Kennard Properties, and the
15	15	Brandt Company/TRW, Inc., where he served as vice president and
16	16	director of leasing; he founded Novatec Companies, a developer of
17	17	innovations in the oil and medical fields, in 1984; subsequently,
18	18	in 1997, he became the business administrator for Chapelwood United
19	19	Methodist Church; and
20	20	WHEREAS, Community involvement was a consistent feature in
21	21	the life of this esteemed Texan; he represented Bunker Hill Village
22	22	on the local board of police commissioners, served as a member of
23	23	the Bunker Hill Village City Council from 1991 to 1999, and held
24	24	the office of mayor from 1999 until his passing; a volunteer
25	25	baseball coach for 13 years, he also founded the Memorial High
26	26	School Community Network and served on the board of directors for
27	27	the Houston Racquet Club and the Spring Branch-Memorial Sports
28	28	Association, as well as on the administrative board for Chapelwood
29	29	UMC; and
30	30	WHEREAS, Mayor Marshall's civic engagement garnered him a
31	31	number of awards; he was named Hometown Hero by Time Warner Cable in
32	32	1996, given the Texas Association of Partners in Education Adult
33	33	Volunteer of the Year award in 2003, and honored by the Boys and
34	34	Girls Clubs of America in 2007 for his role in establishing the
35	35	Spring Branch Family Development Center; moreover, he was named an
36	36	honorary lifetime member of the Texas Congress of Parents and
37	37	Teachers; and
38	38	WHEREAS, In all his endeavors, Mayor Marshall enjoyed the
39	39	love and support of his wife, the former Charlotte Simms, with whom
40	40	he shared 35 years of marriage and raised three children; and
41	41	WHEREAS, Bill Marshall gave abundantly of his time and
42	42	talents in behalf of others, and his fervent commitment to
43	43	achieving an even brighter future for the citizens of his community
44	44	represented the very best in public service; now, therefore, be it
45	45	RESOLVED, That the House of Representatives of the 81st Texas
46	46	Legislature hereby pay tribute to the life of the Honorable William
47	47	Harbert Marshall, Sr., and extend sincere sympathy to the members
48	48	of his family: to his wife, Charlotte Simms Marshall; to his sons,
49	49	William Harbert Marshall, Jr., and David Ammerman Marshall and his
50	50	wife, Donna; to his daughter, Catherine Royce Marshall; to his
51	51	mother, Carolyn Royce Marshall; to his sister, Royce Ann Romberg;
52	52	and to his other relatives and many friends; and, be it further
53	53	RESOLVED, That an official copy of this resolution be
54	54	prepared for his family and that when the Texas House of
55	55	Representatives adjourns this day, it do so in memory of William
56	56	Harbert Marshall, Sr.
