| 5 | 5 | | WHEREAS, The fifth biennial Carolyn Garrett Legislative |

| 6 | 6 | | Leadership Conference is being held in Austin on April 25-27, 2009; |

|---|
| 8 | 8 | | WHEREAS, Sponsored by the Texas chapter of the American |
|---|
| 9 | 9 | | Council of the Blind and the Division for Blind Services of the |
|---|
| 10 | 10 | | Texas Department of Assistive and Rehabilitative Services, the |
|---|
| 11 | 11 | | event pays tribute to the late Carolyn Marie Garrett, an inspiring |
|---|
| 12 | 12 | | advocate who served on the board of directors of the Texas |
|---|
| 13 | 13 | | Commission for the Blind and as president of the Houston chapter of |
|---|
| 14 | 14 | | the American Council of the Blind; and |
|---|
| 15 | 15 | | WHEREAS, Building on Mrs. Garrett's legacy of improving the |
|---|
| 16 | 16 | | quality of life for blind residents of Texas, the conference |
|---|
| 17 | 17 | | promotes confidence and independence among blind youth, seeking to |
|---|
| 18 | 18 | | empower them as advocates for themselves and encouraging them to |
|---|
| 19 | 19 | | pursue their goals through education and employment opportunities; |
|---|
| 20 | 20 | | based on essays that they wrote about issues they considered |
|---|
| 21 | 21 | | critical, 30 high school students from throughout the state were |
|---|
| 22 | 22 | | selected to participate in the event, which also includes |
|---|
| 23 | 23 | | informative sessions, visits with state legislators, and social |
|---|
| 24 | 24 | | activities; and |
|---|
| 25 | 25 | | WHEREAS, With the theme, "Advocating to Win," the Carolyn |

| 26 | 26 | | Garrett Legislative Leadership Conference is helping young Texans |
|---|
| 27 | 27 | | realize their full potential, and in so doing, it is also |
|---|
| 28 | 28 | | contributing to the greater community; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 30 | 30 | | Legislature hereby commemorate the 2009 Carolyn Garrett |

| 31 | 31 | | Legislative Leadership Conference and extend to its organizers and |

| 32 | 32 | | attendees sincere best wishes for a memorable and educational |
