5 | 5 | | WHEREAS, An exemplary peace officer and public official, |
---|
6 | 6 | | Gregory Allen was named chief of the El Paso Police Department in |
---|
7 | 7 | | 2008; and |
---|
8 | 8 | | WHEREAS, Mr. Allen first entered the El Paso Police Academy |
---|
9 | 9 | | in January of 1978, and he received his commission as a police |
---|
10 | 10 | | officer in April of 1978; he also holds a bachelor's degree in |
---|
11 | 11 | | sociology; and |
---|
12 | 12 | | WHEREAS, In the early years of his career, Officer Allen was |
---|
13 | 13 | | assigned to Central Station; he was a field training officer for two |
---|
14 | 14 | | years and a patrol officer for five years; and |
---|
15 | 15 | | WHEREAS, From 1983 to 1988, Officer Allen served with the |
---|
16 | 16 | | Tactical Division, an elite unit that dealt with such specialized |
---|
17 | 17 | | assignments as aggravated robbery stakeouts, burglary apprehension |
---|
18 | 18 | | details, riot control, and the protection of dignitaries; and |
---|
19 | 19 | | WHEREAS, Officer Allen went on to serve as a training |
---|
20 | 20 | | specialist, instructing cadets and officers in firearms, |
---|
21 | 21 | | self-defense, physical training, and the law from 1988 to 1990; and |
---|
22 | 22 | | WHEREAS, Promoted to sergeant in 1990, he continued to |
---|
23 | 23 | | distinguish himself in the Central Command Patrol Division, the |
---|
24 | 24 | | Tactical Section, and the Auto Theft Division; in September of |
---|
25 | 25 | | 1990, he became the leader of a full-time SWAT unit, training |
---|
26 | 26 | | members, procuring equipment, and managing the budget; and |
---|
27 | 27 | | WHEREAS, After assignments as patrol sergeant and shift |
---|
28 | 28 | | commander in Central Division, and as patrol shift commander and |
---|
29 | 29 | | acting commander in Mission Valley, this outstanding law |
---|
30 | 30 | | enforcement officer was made interim deputy chief of Region 1 in |
---|
31 | 31 | | 2003; the following year, he was promoted to deputy chief; and |
---|
32 | 32 | | WHEREAS, In December of 2007, Deputy Chief Allen became |
---|
33 | 33 | | interim chief of police, and on March 31, 2008, he was permanently |
---|
34 | 34 | | appointed to the position; and |
---|
35 | 35 | | WHEREAS, For the past year, Chief Allen has been responsible |
---|
36 | 36 | | for a dynamic department made up of more than 1,100 officers and |
---|
37 | 37 | | nearly 300 civilian employees, and his skillful leadership benefits |
---|
38 | 38 | | from his years of experience, an extensive knowledge of the |
---|
39 | 39 | | community, and a strong commitment to the highest standards of |
---|
40 | 40 | | professional ethics and personal integrity; now, therefore, be it |
---|
41 | 41 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
42 | 42 | | Legislature hereby congratulate Gregory Allen on his 2008 |
---|
43 | 43 | | appointment as Chief of Police for the City of El Paso and extend to |
---|
44 | 44 | | him sincere best wishes for continued success and happiness; and, |
---|
