44 R E S O L U T I O N
55 WHEREAS, An exemplary peace officer and public official,
66 Gregory Allen was named chief of the El Paso Police Department in
77 2008; and
88 WHEREAS, Mr. Allen first entered the El Paso Police Academy
99 in January of 1978, and he received his commission as a police
1010 officer in April of 1978; he also holds a bachelor's degree in
1111 sociology; and
1212 WHEREAS, In the early years of his career, Officer Allen was
1313 assigned to Central Station; he was a field training officer for two
1414 years and a patrol officer for five years; and
1515 WHEREAS, From 1983 to 1988, Officer Allen served with the
1616 Tactical Division, an elite unit that dealt with such specialized
1717 assignments as aggravated robbery stakeouts, burglary apprehension
1818 details, riot control, and the protection of dignitaries; and
1919 WHEREAS, Officer Allen went on to serve as a training
2020 specialist, instructing cadets and officers in firearms,
2121 self-defense, physical training, and the law from 1988 to 1990; and
2222 WHEREAS, Promoted to sergeant in 1990, he continued to
2323 distinguish himself in the Central Command Patrol Division, the
2424 Tactical Section, and the Auto Theft Division; in September of
2525 1990, he became the leader of a full-time SWAT unit, training
2626 members, procuring equipment, and managing the budget; and
2727 WHEREAS, After assignments as patrol sergeant and shift
2828 commander in Central Division, and as patrol shift commander and
2929 acting commander in Mission Valley, this outstanding law
3030 enforcement officer was made interim deputy chief of Region 1 in
3131 2003; the following year, he was promoted to deputy chief; and
3232 WHEREAS, In December of 2007, Deputy Chief Allen became
3333 interim chief of police, and on March 31, 2008, he was permanently
3434 appointed to the position; and
3535 WHEREAS, For the past year, Chief Allen has been responsible
3636 for a dynamic department made up of more than 1,100 officers and
3737 nearly 300 civilian employees, and his skillful leadership benefits
3838 from his years of experience, an extensive knowledge of the
3939 community, and a strong commitment to the highest standards of
4040 professional ethics and personal integrity; now, therefore, be it
4141 RESOLVED, That the House of Representatives of the 81st Texas
4242 Legislature hereby congratulate Gregory Allen on his 2008
4343 appointment as Chief of Police for the City of El Paso and extend to
4444 him sincere best wishes for continued success and happiness; and,
4545 be it further
4646 RESOLVED, That an official copy of this resolution be
4747 prepared for Chief Allen as an expression of high regard by the
4848 Texas House of Representatives.
