5 | 5 | | WHEREAS, Superintendent Jack Singley retired in March 2009 |
---|
6 | 6 | | after 44 years of distinguished service to the Irving Independent |
---|
7 | 7 | | School District; and |
---|
8 | 8 | | WHEREAS, Born and raised in Oklahoma, Mr. Singley won a |
---|
9 | 9 | | baseball scholarship to Texas A&M University and went on to earn a |
---|
10 | 10 | | bachelor's degree in mathematics and a master's degree in education |
---|
11 | 11 | | there; he later completed a postgraduate program in administration |
---|
12 | 12 | | at the University of North Texas to earn a Superintendent's |
---|
13 | 13 | | Professional Certificate; and |
---|
14 | 14 | | WHEREAS, Mr. Singley began his career as a math teacher at |
---|
15 | 15 | | MacArthur High School in 1965; three years later he became vice |
---|
16 | 16 | | principal of Bowie Junior High, and his skill and commitment to |
---|
17 | 17 | | excellence led him to a series of progressively more responsible |
---|
18 | 18 | | positions, including high school principal, district personnel |
---|
19 | 19 | | director, and district assistant superintendent for administration |
---|
20 | 20 | | and personnel; he became superintendent in 1988; and |
---|
21 | 21 | | WHEREAS, During more than two decades leading Irving ISD, Mr. |
---|
22 | 22 | | Singley provided stability and a firm hand as the community |
---|
23 | 23 | | experienced dramatic demographic changes; he led successful bond |
---|
24 | 24 | | elections to build schools to accommodate a growing enrollment, |
---|
25 | 25 | | overseeing the addition of eight new campuses; in recent years, he |
---|
26 | 26 | | made special efforts to recruit bilingual faculty and staff and |
---|
27 | 27 | | made the district the first in the Dallas area to issue laptops to |
---|
28 | 28 | | all high school students; and |
---|
29 | 29 | | WHEREAS, Through Mr. Singley's sound fiscal management, |
---|
30 | 30 | | Irving ISD received the Superior Achievement rating from the School |
---|
31 | 31 | | Financial Integrity Rating System of Texas five years in a row and |
---|
32 | 32 | | was consistently listed among the top three most cost-efficient |
---|
33 | 33 | | school districts in the state by the Education Resource Group, |
---|
34 | 34 | | which ranked it No. 1 in both 2005 and 2006; and |
---|
35 | 35 | | WHEREAS, This dedicated administrator held himself and |
---|
36 | 36 | | everyone in the district to high standards, serving as both a role |
---|
37 | 37 | | model and a mentor to young educators; his chief focus was on the |
---|
38 | 38 | | needs of Irving's children and of their instructors, and once, in |
---|
39 | 39 | | explaining the district budget to a reporter, he categorized |
---|
40 | 40 | | himself and other administrators as "just support staff for the |
---|
41 | 41 | | classroom teacher"; and |
---|
42 | 42 | | WHEREAS, The American Association of School Administrators |
---|
43 | 43 | | presented Mr. Singley with a 2004 President's Technology Award |
---|
44 | 44 | | recognizing his leadership in the successful integration of |
---|
45 | 45 | | technology in schools; he was named Region 10 Superintendent of the |
---|
46 | 46 | | Year for 2002-2003, and his other accolades include a Life |
---|
47 | 47 | | Membership Award from the Texas and National Congress of Parents |
---|
48 | 48 | | and Teachers Associations and the Boy Scouts of America Silver |
---|
49 | 49 | | Beaver Award; and |
---|
50 | 50 | | WHEREAS, Among his many affiliations, Mr. Singley is a member |
---|
51 | 51 | | of the Texas Association of School Administrators, the American |
---|
52 | 52 | | Association of School Administrators, the National Association of |
---|
53 | 53 | | Secondary School Principals, and the Irving Retired Teachers |
---|
54 | 54 | | Association; he has contributed to the wider community as a member |
---|
55 | 55 | | of the Irving Rotary Club and a sustaining member of the Irving YMCA |
---|
56 | 56 | | and the Boy Scouts of America Circle Ten Council; and |
---|
57 | 57 | | WHEREAS, In all of his endeavors, Mr. Singley has enjoyed the |
---|
58 | 58 | | love and support of his wife, Carolyn, a retired English teacher, |
---|
59 | 59 | | and their children, Brandt and Ryn; and |
---|
60 | 60 | | WHEREAS, Jack Singley served one of the longest terms of any |
---|
61 | 61 | | superintendent in Texas, and his retirement truly marks the end of |
---|
62 | 62 | | an era for Irving ISD; although he will be missed, he leaves behind |
---|
63 | 63 | | a record of integrity and commitment to excellence that will |
---|
64 | 64 | | resonate in the community for years to come; now, therefore, be it |
---|
65 | 65 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
66 | 66 | | Legislature hereby congratulate Jack Singley on the occasion of his |
---|
67 | 67 | | retirement and commend him for his myriad achievements as |
---|
68 | 68 | | superintendent of the Irving Independent School District; and, be |
---|
