55 WHEREAS, Superintendent Jack Singley retired in March 2009
66 after 44 years of distinguished service to the Irving Independent
77 School District; and
88 WHEREAS, Born and raised in Oklahoma, Mr. Singley won a
99 baseball scholarship to Texas A&M University and went on to earn a
1010 bachelor's degree in mathematics and a master's degree in education
1111 there; he later completed a postgraduate program in administration
1212 at the University of North Texas to earn a Superintendent's
1313 Professional Certificate; and
1414 WHEREAS, Mr. Singley began his career as a math teacher at
1515 MacArthur High School in 1965; three years later he became vice
1616 principal of Bowie Junior High, and his skill and commitment to
1717 excellence led him to a series of progressively more responsible
1818 positions, including high school principal, district personnel
1919 director, and district assistant superintendent for administration
2020 and personnel; he became superintendent in 1988; and
2121 WHEREAS, During more than two decades leading Irving ISD, Mr.
2222 Singley provided stability and a firm hand as the community
2323 experienced dramatic demographic changes; he led successful bond
2424 elections to build schools to accommodate a growing enrollment,
2525 overseeing the addition of eight new campuses; in recent years, he
2626 made special efforts to recruit bilingual faculty and staff and
2727 made the district the first in the Dallas area to issue laptops to
2828 all high school students; and
2929 WHEREAS, Through Mr. Singley's sound fiscal management,
3030 Irving ISD received the Superior Achievement rating from the School
3131 Financial Integrity Rating System of Texas five years in a row and
3232 was consistently listed among the top three most cost-efficient
3333 school districts in the state by the Education Resource Group,
3434 which ranked it No. 1 in both 2005 and 2006; and
3535 WHEREAS, This dedicated administrator held himself and
3636 everyone in the district to high standards, serving as both a role
3737 model and a mentor to young educators; his chief focus was on the
3838 needs of Irving's children and of their instructors, and once, in
3939 explaining the district budget to a reporter, he categorized
4040 himself and other administrators as "just support staff for the
4141 classroom teacher"; and
4242 WHEREAS, The American Association of School Administrators
4343 presented Mr. Singley with a 2004 President's Technology Award
4444 recognizing his leadership in the successful integration of
4545 technology in schools; he was named Region 10 Superintendent of the
4646 Year for 2002-2003, and his other accolades include a Life
4747 Membership Award from the Texas and National Congress of Parents
4848 and Teachers Associations and the Boy Scouts of America Silver
4949 Beaver Award; and
5050 WHEREAS, Among his many affiliations, Mr. Singley is a member
5151 of the Texas Association of School Administrators, the American
5252 Association of School Administrators, the National Association of
5353 Secondary School Principals, and the Irving Retired Teachers
5454 Association; he has contributed to the wider community as a member
5555 of the Irving Rotary Club and a sustaining member of the Irving YMCA
5656 and the Boy Scouts of America Circle Ten Council; and
5757 WHEREAS, In all of his endeavors, Mr. Singley has enjoyed the
5858 love and support of his wife, Carolyn, a retired English teacher,
5959 and their children, Brandt and Ryn; and
6060 WHEREAS, Jack Singley served one of the longest terms of any
6161 superintendent in Texas, and his retirement truly marks the end of
6262 an era for Irving ISD; although he will be missed, he leaves behind
6363 a record of integrity and commitment to excellence that will
6464 resonate in the community for years to come; now, therefore, be it
6565 RESOLVED, That the House of Representatives of the 81st Texas
6666 Legislature hereby congratulate Jack Singley on the occasion of his
6767 retirement and commend him for his myriad achievements as
6868 superintendent of the Irving Independent School District; and, be
6969 it further
7070 RESOLVED, That an official copy of this resolution be
7171 prepared for him as an expression of high regard by the Texas House
7272 of Representatives.
