5	5	WHEREAS, The City of Laredo is celebrating the life of one of
6	6	this nation's most revered leaders when it hosts the 112th
7	7	Washington's Birthday Celebration from January 22 to February 22,
8	8	2009; and
9	9	WHEREAS, Born in Virginia on February 22, 1732, President
10	10	George Washington left an indelible legacy as this nation's first
11	11	commander in chief and president; admired for his courage, vision,
12	12	and integrity, he remains one of the most influential and respected
13	13	United States presidents of all time; and
14	14	WHEREAS, The special Laredo celebration of Washington's
15	15	birthday dates back to February 22, 1898, when the tribe of the
16	16	Improved Order of Red Men, a patriotic fraternal organization
17	17	descended from the Sons of Liberty, and the defenders of City Hall
18	18	staged a spirited mock battle, representing the colonial struggle
19	19	against the British; when the Red Men emerged victorious and the
20	20	mayor presented the key to the City of Laredo to the "Great Chief
21	21	Sachem," "Sachem" being a code name used by George Washington
22	22	during the American Revolution, a tradition was born; and
23	23	WHEREAS, This monthlong extravaganza combines elements of
24	24	both Hispanic and Anglo cultures and features parades, concerts, a
25	25	carnival, fireworks, and an air show, as well as such notable events
26	26	as the Colonial Pageant and the International Bridge Ceremony; the
27	27	largest festival of its kind in the United States, Laredo's tribute
28	28	to George Washington attracts approximately 400,000 participants
29	29	each year; and
30	30	WHEREAS, Overseeing this extensive program is the
31	31	Washington's Birthday Celebration Association of Laredo, Inc.,
32	32	which was established in 1923; through its support of this popular
33	33	yearly attraction, the association strives to foster a greater
34	34	understanding between the people of the Americas, to promote Laredo
35	35	as one of the state's most patriotic and culturally vibrant cities,
36	36	and to encourage a greater sense of civic and national pride within
37	37	the community and region; and
38	38	WHEREAS, The citizens of Laredo have done much to advance
39	39	these worthy goals through their city's celebration of this
40	40	legendary founding father, and it is appropriate to take this
41	41	opportunity to recognize and commend all who make such an
42	42	outstanding event possible; now, therefore, be it
43	43	RESOLVED, That the House of Representatives of the 81st Texas
44	44	Legislature hereby commemorate the 2009 Washington's Birthday
45	45	Celebration in Laredo and extend to its organizers and participants
46	46	sincere best wishes for another successful and memorable
47	47	observance; and, be it further
48	48	RESOLVED, That an official copy of this resolution be
49	49	prepared for the members of the Washington's Birthday Celebration
50	50	Association of Laredo, Inc., as an expression of high regard by the
51	51	Texas House of Representatives.
