44 R E S O L U T I O N
55 WHEREAS, Lynn Whitten was named Woman of the Year by
66 Executive Women in Texas Government at the organization's annual
77 conference on November 24, 2008; and
88 WHEREAS, The eldest of four children, Lynn Whitten was born
99 in San Antonio and spent her youth in Dallas and in Austin; she
1010 graduated from Austin High School and performed with Ballet Austin
1111 before earning a bachelor's degree in history and a certificate in
1212 social work from The University of Texas at Austin; she later worked
1313 as an assistant sergeant-at-arms for the Texas House of
1414 Representatives and served as a deputy constable for Travis County
1515 from 1977 to 1981; in addition, she volunteered for voter
1616 registration drives and political campaigns, and she worked for Ann
1717 Richards during the future governor's tenure as Travis County
1818 commissioner in the early 1980s; and
1919 WHEREAS, In 1983, Ms. Whitten earned a master's degree from
2020 the L.B.J. School of Public Affairs at U.T.; her career in state
2121 government began when she took a position as a systems analyst for
2222 the Railroad Commission; she went on to serve the State Treasury and
2323 the Comptroller of Public Accounts and held a variety of positions
2424 with those agencies, including executive administrator, business
2525 manager, quality assurance specialist, and contingency planning
2626 coordinator; she is currently employed by the Department of
2727 Information Resources, Technical Center Operations Division, as a
2828 service representative on the Data Center Services consolidation
2929 project; over the course of her years in state government, she has
3030 developed significant expertise in the areas of large-scale project
3131 management and process improvement; and
3232 WHEREAS, Despite her busy professional life, Ms. Whitten has
3333 found time to devote to her community; in addition to working on
3434 numerous political initiatives, she has served on the Austin
3535 Tenants' Council Board for more than two decades; she is also a 2001
3636 graduate of Leadership Texas and has remained active in its alumni
3737 association; and
3838 WHEREAS, This esteemed citizen has further distinguished
3939 herself through her commitment to Executive Women in Texas
4040 Government, which she joined in 1996, and she has contributed to the
4141 organization in myriad ways; she was the chair of the Nominating
4242 Committee for the 2009 Board of Directors, and she has had such
4343 additional roles as president of the board in 2003, communications
4444 director in 1999 and 2006, and advisor to the board in 2007; and
4545 WHEREAS, In all of her endeavors, Ms. Whitten enjoys the love
4646 and support of her husband of more than 20 years, Jim Butler; she
4747 takes great pleasure in gardening, traveling, the arts, and zydeco
4848 dancing, and she is an avid fan of the Austin music scene; and
4949 WHEREAS, Through her exceptional professional achievements
5050 and her enduring efforts in behalf of her colleagues and community,
5151 Lynn Whitten has demonstrated passion, integrity, and dedication,
5252 and in so doing, she has set an inspiring example of civic
5353 leadership for her fellow Texans; now, therefore, be it
5454 RESOLVED, That the House of Representatives of the 81st Texas
5555 Legislature hereby congratulate Lynn Whitten on being named the
5656 2008 Woman of the Year by Executive Women in Texas Government and
5757 extend to her sincere best wishes for continued success; and, be it
5858 further
5959 RESOLVED, That an official copy of this resolution be
6060 prepared for Ms. Whitten as an expression of high regard by the
6161 Texas House of Representatives.
