5 | 5 | | WHEREAS, Major General Christopher J. Powers, commander of |
---|
6 | 6 | | the Texas State Guard, has rendered exceptional service to this |
---|
7 | 7 | | state and country over the course of a military career that has |
---|
8 | 8 | | spanned more than four decades; and |
---|
9 | 9 | | WHEREAS, General Powers was commissioned a second lieutenant |
---|
10 | 10 | | of field artillery on his graduation from St. Mary's University in |
---|
11 | 11 | | 1969, and during the next four years, he served overseas in Germany |
---|
12 | 12 | | and South Korea; and |
---|
13 | 13 | | WHEREAS, After leaving active duty in 1973, General Powers |
---|
14 | 14 | | spent 27 years with the Texas Army National Guard; his many posts |
---|
15 | 15 | | with the guard included assignment as the commander of two field |
---|
16 | 16 | | artillery battalions, as director of logistics for the 111th Area |
---|
17 | 17 | | Support Group, as division artillery commander of the 49th Armored |
---|
18 | 18 | | Division, and as assistant division commander for maneuver for the |
---|
19 | 19 | | 49th Armored Division Task Force Texas; and |
---|
20 | 20 | | WHEREAS, In 2000, General Powers retired from the army |
---|
21 | 21 | | national guard and joined the Texas State Guard; he served as |
---|
22 | 22 | | commander of the 1st Brigade from 2002 to 2003 and then as deputy |
---|
23 | 23 | | commander of the state guard for nearly three years, until assuming |
---|
24 | 24 | | his present post in May 2006; and |
---|
25 | 25 | | WHEREAS, In his position as commander of the Texas State |
---|
26 | 26 | | Guard, General Powers oversees a force that provides critical |
---|
27 | 27 | | assistance to local and state authorities in times of emergency; |
---|
28 | 28 | | the guard is routinely involved in flood and hurricane relief and is |
---|
29 | 29 | | presently engaged in a border security initiative and an oral |
---|
30 | 30 | | rabies vaccination program, as well as other efforts; and |
---|
31 | 31 | | WHEREAS, This esteemed officer is a graduate of the U.S. Army |
---|
32 | 32 | | Field Artillery Officers Basic and Advanced courses, U.S. Army |
---|
33 | 33 | | Armor School Battalion Maintenance Officer Course, U.S. Army |
---|
34 | 34 | | Adjutant General School, U.S. Army Command and General Staff |
---|
35 | 35 | | College, and U.S. Army War College; he also holds a master's degree |
---|
36 | 36 | | in environmental management and urban planning from The University |
---|
37 | 37 | | of Texas at San Antonio; and |
---|
38 | 38 | | WHEREAS, General Powers is the recipient of numerous military |
---|
39 | 39 | | awards, among them the Legion of Merit, the Meritorious Service |
---|
40 | 40 | | Medal with two oak leaf clusters, the Army Commendation Medal, the |
---|
41 | 41 | | Army Achievement Medal, the Lone Star Distinguished Service Medal, |
---|
42 | 42 | | and the Texas Outstanding Service Medal; and |
---|
43 | 43 | | WHEREAS, Throughout a career distinguished by decisive |
---|
44 | 44 | | leadership and consummate professionalism, General Powers has set |
---|
45 | 45 | | the highest standards of excellence in the execution of his duties, |
---|
46 | 46 | | and he has earned the appreciation of every Texan; now, therefore, |
---|
47 | 47 | | be it |

48 | 48 | | RESOLVED, That the House of Representatives of the 81st Texas |

49 | 49 | | Legislature hereby honor Major General Christopher J. Powers for |

50 | 50 | | his outstanding military service and extend to him sincere best |
