44 R E S O L U T I O N
55 WHEREAS, Major General Christopher J. Powers, commander of
66 the Texas State Guard, has rendered exceptional service to this
77 state and country over the course of a military career that has
88 spanned more than four decades; and
99 WHEREAS, General Powers was commissioned a second lieutenant
1010 of field artillery on his graduation from St. Mary's University in
1111 1969, and during the next four years, he served overseas in Germany
1212 and South Korea; and
1313 WHEREAS, After leaving active duty in 1973, General Powers
1414 spent 27 years with the Texas Army National Guard; his many posts
1515 with the guard included assignment as the commander of two field
1616 artillery battalions, as director of logistics for the 111th Area
1717 Support Group, as division artillery commander of the 49th Armored
1818 Division, and as assistant division commander for maneuver for the
1919 49th Armored Division Task Force Texas; and
2020 WHEREAS, In 2000, General Powers retired from the army
2121 national guard and joined the Texas State Guard; he served as
2222 commander of the 1st Brigade from 2002 to 2003 and then as deputy
2323 commander of the state guard for nearly three years, until assuming
2424 his present post in May 2006; and
2525 WHEREAS, In his position as commander of the Texas State
2626 Guard, General Powers oversees a force that provides critical
2727 assistance to local and state authorities in times of emergency;
2828 the guard is routinely involved in flood and hurricane relief and is
2929 presently engaged in a border security initiative and an oral
3030 rabies vaccination program, as well as other efforts; and
3131 WHEREAS, This esteemed officer is a graduate of the U.S. Army
3232 Field Artillery Officers Basic and Advanced courses, U.S. Army
3333 Armor School Battalion Maintenance Officer Course, U.S. Army
3434 Adjutant General School, U.S. Army Command and General Staff
3535 College, and U.S. Army War College; he also holds a master's degree
3636 in environmental management and urban planning from The University
3737 of Texas at San Antonio; and
3838 WHEREAS, General Powers is the recipient of numerous military
3939 awards, among them the Legion of Merit, the Meritorious Service
4040 Medal with two oak leaf clusters, the Army Commendation Medal, the
4141 Army Achievement Medal, the Lone Star Distinguished Service Medal,
4242 and the Texas Outstanding Service Medal; and
4343 WHEREAS, Throughout a career distinguished by decisive
4444 leadership and consummate professionalism, General Powers has set
4545 the highest standards of excellence in the execution of his duties,
4646 and he has earned the appreciation of every Texan; now, therefore,
4747 be it
4848 RESOLVED, That the House of Representatives of the 81st Texas
4949 Legislature hereby honor Major General Christopher J. Powers for
5050 his outstanding military service and extend to him sincere best
5151 wishes for continued success in all his endeavors; and, be it
5252 further
5353 RESOLVED, That an official copy of this resolution be
5454 prepared for General Powers as an expression of high regard by the
5555 Texas House of Representatives.
