| 5 | 5 | | WHEREAS, Former Kenedy County Sheriff Rafael Cuellar, Jr., |
|---|
| 6 | 6 | | has dedicated a third of a century to protecting the safety and |
|---|
| 7 | 7 | | welfare of his fellow citizens as a law enforcement officer; and |
|---|
| 8 | 8 | | WHEREAS, A native of Sarita, Mr. Cuellar comes from a |
|---|
| 9 | 9 | | distinguished family whose members have played an important role in |
|---|
| 10 | 10 | | the history of Kenedy County since the early 1900s; three |
|---|
| 11 | 11 | | generations of Cuellars, including Mr. Cuellar, his father, and his |
|---|
| 12 | 12 | | grandfather, have been employed by the Kenedy Ranch; and |
|---|
| 13 | 13 | | WHEREAS, Mr. Cuellar's family also has a proud tradition of |
|---|
| 14 | 14 | | serving the county as peace officers; Rafael Cuellar, Sr., served |
|---|
| 15 | 15 | | as a county constable, and after his death in 1982, his daughter, |
|---|
| 16 | 16 | | Lupita Cuellar, served as a constable; carrying on the family |
|---|
| 17 | 17 | | tradition, Sheriff Cuellar's son, Rafael Cuellar III, has also been |
|---|
| 18 | 18 | | a county constable; and |
|---|
| 19 | 19 | | WHEREAS, Mr. Cuellar, Jr., likewise began his law enforcement |
|---|
| 20 | 20 | | career as a Kenedy County constable, a position he held for 16 |
|---|
| 21 | 21 | | years; he then served as deputy county sheriff for eight years; and |
|---|
| 22 | 22 | | WHEREAS, In 1992, Mr. Cuellar was elected to the post of |
|---|
| 23 | 23 | | Kenedy County Sheriff, the first Hispanic sheriff in the county's |
|---|
| 24 | 24 | | history; he served eight years with great distinction until his |
|---|
| 25 | 25 | | retirement in 2000, earning recognition from the county and his |
|---|
| 26 | 26 | | peers; he also served as president of the Coastal Bend Peace |
|---|
| 27 | 27 | | Officers Association; and |
|---|
| 28 | 28 | | WHEREAS, Sheriff Cuellar's dedication, professionalism, and |
|---|
| 29 | 29 | | commitment to excellence have greatly benefited the people of |
|---|
| 30 | 30 | | Kenedy County, and he may indeed take great pride in his rich family |
|---|
| 31 | 31 | | heritage and his lifetime of service to others; now, therefore, be |
|---|
| 32 | 32 | | it |

| 33 | 33 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 34 | 34 | | Legislature hereby honor former Kenedy County Sheriff Rafael |
|---|
| 35 | 35 | | Cuellar, Jr., for his long record of achievement and contributions |
|---|
| 36 | 36 | | to his community and extend to him sincere best wishes for the |
|---|
| 37 | 37 | | future; and, be it further |
