5 | 5 | | WHEREAS, Officer Mark White of the Garland Police Department |

6 | 6 | | has received a departmental commendation and has been recognized by |

7 | 7 | | the Optimist Club of Garland as Officer of the Month for February |
---|
8 | 8 | | 2009; and |
---|
9 | 9 | | WHEREAS, A handler with the K-9 unit, Officer White has ably |
---|
10 | 10 | | served the department for 14 years; he patrols the city's streets on |
---|
11 | 11 | | the night shift with his German shepherd partner, Kenzo; and |
---|
12 | 12 | | WHEREAS, Officer White has distinguished himself through his |
---|
13 | 13 | | diligence, skill, and dedication; in November 2008, he noticed |
---|
14 | 14 | | suspicious activity near a pickup truck in a commercial area and |
---|
15 | 15 | | approached an individual engaging in furtive behavior; Officer |
---|
16 | 16 | | White then witnessed a box of copper wiring suddenly emerge from |
---|
17 | 17 | | under the gate of a nearby business; and |
---|
18 | 18 | | WHEREAS, Climbing onto the bumper of his squad car, he |
---|
19 | 19 | | spotted the man who had pushed the box out from the other side of the |
---|
20 | 20 | | gate and ordered him to come out; finding that the back of the |
---|
21 | 21 | | pickup truck was loaded with boxes and bundles of stolen copper |
---|
22 | 22 | | telephone wire, he arrested both men; and |
---|
23 | 23 | | WHEREAS, Metal theft is a growing problem throughout the |
---|
24 | 24 | | country, and Garland has experienced numerous incidents; Officer |
---|
25 | 25 | | White's heightened awareness of this issue and swift recognition of |
---|
26 | 26 | | criminal behavior resulted in the apprehension of two thieves and |
---|
27 | 27 | | the return of stolen property; and |
---|
28 | 28 | | WHEREAS, Officer Mark White has demonstrated true commitment |
---|
29 | 29 | | to the well-being and safety of Garland residents; his caring |
---|
30 | 30 | | attitude and decisive action are a credit to his department and to |
---|
31 | 31 | | the law enforcement profession; now, therefore, be it |
---|
32 | 32 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
33 | 33 | | Legislature hereby congratulate Officer Mark White of the Garland |
---|
34 | 34 | | Police Department on being named Officer of the Month for February |
---|
35 | 35 | | 2009 by the Optimist Club and on his departmental commendation for |
---|
36 | 36 | | thwarting a crime in progress and extend to him sincere best wishes |
---|
37 | 37 | | for continued success; and, be it further |

38 | 38 | | RESOLVED, That an official copy of this resolution be |
