No. 1768 R E S O L U T I O N WHEREAS, Oswaldo Castaneda has earned the Lifetime Service Award from the Mercedes Chamber of Commerce for his contributions to his community; and WHEREAS, A longtime resident of Mercedes, Mr. Castaneda graduated from high school in 1964 and received a bachelor's degree in business education from The University of Texas--Pan American in 1969; since that time, he has accumulated additional college hours in graduate business courses and education from UTPA and Texas A&M University--Corpus Christi; and WHEREAS, Mr. Castaneda served as a city commissioner from April 1984 until May 1992, with two terms as mayor pro tem; in these capacities, he was instrumental in bringing the first industrial park to the city of Mercedes, supporting the free enterprise zone, and increasing funding for water, sewer, and paving projects; and WHEREAS, This dedicated volunteer has been a valued presence in Mercedes Little League Baseball, holding such positions as president, treasurer, scorekeeper, manager, and assistant manager; his involvement and fund-raising activities led to major improvements in facilities and boosted opportunities for children to enjoy organized sporting activities and participate in the youth baseball program; and WHEREAS, Mr. Castaneda has been a prominent member of the Mercedes Lions Club since 1987, leading the civic group as president, vice president, and secretary; he has also chaired a number of committee projects, and his service to the club was recognized with the Lion of the Year award; and WHEREAS, In addition to his many other responsibilities, Mr. Castaneda has been a service officer with the Veterans of Foreign Wars, president of the Rio Grande Valley All Armed Forces Senior NCO Club, and a member of the Mercedes ISD Career and Technology Advisory Committee; and WHEREAS, Oswaldo Castaneda's civic spirit has greatly contributed to the vibrancy of his community, and his receipt of the Lifetime Service Award is yet another indication of the high regard in which he is held by his fellow citizens; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby congratulate Oswaldo Castaneda on receiving the Mercedes Chamber of Commerce Lifetime Service Award and extend to him sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Castaneda as an expression of high regard by the Texas House of Representatives.
