| 5 | 5 | | WHEREAS, Oswaldo Castaneda has earned the Lifetime Service |
|---|
| 6 | 6 | | Award from the Mercedes Chamber of Commerce for his contributions |
|---|
| 7 | 7 | | to his community; and |
|---|
| 8 | 8 | | WHEREAS, A longtime resident of Mercedes, Mr. Castaneda |
|---|
| 9 | 9 | | graduated from high school in 1964 and received a bachelor's degree |
|---|
| 10 | 10 | | in business education from The University of Texas--Pan American in |
|---|
| 11 | 11 | | 1969; since that time, he has accumulated additional college hours |
|---|
| 12 | 12 | | in graduate business courses and education from UTPA and Texas A&M |
|---|
| 13 | 13 | | University--Corpus Christi; and |
|---|
| 14 | 14 | | WHEREAS, Mr. Castaneda served as a city commissioner from |
|---|
| 15 | 15 | | April 1984 until May 1992, with two terms as mayor pro tem; in these |
|---|
| 16 | 16 | | capacities, he was instrumental in bringing the first industrial |
|---|
| 17 | 17 | | park to the city of Mercedes, supporting the free enterprise zone, |
|---|
| 18 | 18 | | and increasing funding for water, sewer, and paving projects; and |
|---|
| 19 | 19 | | WHEREAS, This dedicated volunteer has been a valued presence |
|---|
| 20 | 20 | | in Mercedes Little League Baseball, holding such positions as |
|---|
| 21 | 21 | | president, treasurer, scorekeeper, manager, and assistant manager; |
|---|
| 22 | 22 | | his involvement and fund-raising activities led to major |
|---|
| 23 | 23 | | improvements in facilities and boosted opportunities for children |
|---|
| 24 | 24 | | to enjoy organized sporting activities and participate in the youth |
|---|
| 25 | 25 | | baseball program; and |
|---|
| 26 | 26 | | WHEREAS, Mr. Castaneda has been a prominent member of the |
|---|
| 27 | 27 | | Mercedes Lions Club since 1987, leading the civic group as |
|---|
| 28 | 28 | | president, vice president, and secretary; he has also chaired a |
|---|
| 29 | 29 | | number of committee projects, and his service to the club was |
|---|
| 30 | 30 | | recognized with the Lion of the Year award; and |
|---|
| 31 | 31 | | WHEREAS, In addition to his many other responsibilities, Mr. |
|---|
| 32 | 32 | | Castaneda has been a service officer with the Veterans of Foreign |
|---|
| 33 | 33 | | Wars, president of the Rio Grande Valley All Armed Forces Senior NCO |
|---|
| 34 | 34 | | Club, and a member of the Mercedes ISD Career and Technology |
|---|
| 35 | 35 | | Advisory Committee; and |
|---|
| 36 | 36 | | WHEREAS, Oswaldo Castaneda's civic spirit has greatly |
|---|
| 37 | 37 | | contributed to the vibrancy of his community, and his receipt of the |
|---|
| 38 | 38 | | Lifetime Service Award is yet another indication of the high regard |
|---|
| 39 | 39 | | in which he is held by his fellow citizens; now, therefore, be it |
|---|
| 40 | 40 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 41 | 41 | | Legislature hereby congratulate Oswaldo Castaneda on receiving the |
|---|
| 42 | 42 | | Mercedes Chamber of Commerce Lifetime Service Award and extend to |
|---|
| 43 | 43 | | him sincere best wishes for continued success and happiness; and, |
