 R E S O L U T I O N
 WHEREAS, C. J. Brisbin of Sonora has dedicated his time and
 talents to addressing the needs of older Texas citizens; and
 WHEREAS, Mr. Brisbin was born in Altus, Oklahoma, and grew up
 in El Paso; following four years' active duty with the United States
 Air Force, he spent 38 years with the El Paso Natural Gas Company;
 since his retirement, he has worked extensively with organizations
 that seek to improve the lives of senior citizens; and
 WHEREAS, A member of the Texas Silver-Haired Legislature
 since 2004, Mr. Brisbin currently chairs the utilities and natural
 resources committee and is a member of the executive, elections and
 credentials, and legislative action committees; in the 2008 session
 of the TSHL, he authored or coauthored successful resolutions
 addressing transportation, electric utilities, and water policy;
 and
 WHEREAS, Other organizations with which Mr. Brisbin has
 worked include the Sutton County Committee on Aging, which he has
 served as treasurer, and the Sutton County Senior Center, which has
 been able to purchase Lifeline equipment with funds that he has
 raised; in addition, Mr. Brisbin has served on the Concho Valley
 Regional Advisory Committee on Aging since 2004, and he is a member
 of the Retired Senior Volunteer Program; and
 WHEREAS, For the past decade, Jim Brisbin has also helped to
 further the work of Lions Clubs International as a member of the San
 Angelo Concho Pearl Lions Club, district chair of the world
 services for the blind committee, and lifetime member and member of
 the board of directors of the Western Texas Lions Eye Bank Alliance;
 Mr. Brisbin additionally holds membership in the American Legion
 and the Disabled American Veterans Commanders Club; and
 WHEREAS, Jim Brisbin counts among his notable achievements
 the freezing of property taxes for elderly and disabled persons
 with homesteads in five cities and four counties, an action he
 helped to bring about; and
 WHEREAS, Among the many well-deserved honors conferred on Mr.
 Brisbin has been the Tireless Advocate Award, given by the Concho
 Valley Area Agency on Aging; and
 WHEREAS, Through his wholehearted commitment to representing
 and safeguarding the interests of senior citizens, Jim Brisbin is
 contributing to the betterment of the state and to the creation of a
 brighter future for all Texans; now, therefore, be it
 RESOLVED, That the House of Representatives of the 81st Texas
 Legislature hereby pay tribute to C. J. Brisbin for his service as a
 member of the Texas Silver-Haired Legislature and for his other
 worthy endeavors and extend to him sincere best wishes for
 continued success; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Brisbin as an expression of high regard by the
 Texas House of Representatives.
