5	5	WHEREAS, C. J. Brisbin of Sonora has dedicated his time and
6	6	talents to addressing the needs of older Texas citizens; and
7	7	WHEREAS, Mr. Brisbin was born in Altus, Oklahoma, and grew up
8	8	in El Paso; following four years' active duty with the United States
9	9	Air Force, he spent 38 years with the El Paso Natural Gas Company;
10	10	since his retirement, he has worked extensively with organizations
11	11	that seek to improve the lives of senior citizens; and
12	12	WHEREAS, A member of the Texas Silver-Haired Legislature
13	13	since 2004, Mr. Brisbin currently chairs the utilities and natural
14	14	resources committee and is a member of the executive, elections and
15	15	credentials, and legislative action committees; in the 2008 session
16	16	of the TSHL, he authored or coauthored successful resolutions
17	17	addressing transportation, electric utilities, and water policy;
18	18	and
19	19	WHEREAS, Other organizations with which Mr. Brisbin has
20	20	worked include the Sutton County Committee on Aging, which he has
21	21	served as treasurer, and the Sutton County Senior Center, which has
22	22	been able to purchase Lifeline equipment with funds that he has
23	23	raised; in addition, Mr. Brisbin has served on the Concho Valley
24	24	Regional Advisory Committee on Aging since 2004, and he is a member
25	25	of the Retired Senior Volunteer Program; and
26	26	WHEREAS, For the past decade, Jim Brisbin has also helped to
27	27	further the work of Lions Clubs International as a member of the San
28	28	Angelo Concho Pearl Lions Club, district chair of the world
29	29	services for the blind committee, and lifetime member and member of
30	30	the board of directors of the Western Texas Lions Eye Bank Alliance;
31	31	Mr. Brisbin additionally holds membership in the American Legion
32	32	and the Disabled American Veterans Commanders Club; and
33	33	WHEREAS, Jim Brisbin counts among his notable achievements
34	34	the freezing of property taxes for elderly and disabled persons
35	35	with homesteads in five cities and four counties, an action he
36	36	helped to bring about; and
37	37	WHEREAS, Among the many well-deserved honors conferred on Mr.
38	38	Brisbin has been the Tireless Advocate Award, given by the Concho
39	39	Valley Area Agency on Aging; and
40	40	WHEREAS, Through his wholehearted commitment to representing
41	41	and safeguarding the interests of senior citizens, Jim Brisbin is
42	42	contributing to the betterment of the state and to the creation of a
43	43	brighter future for all Texans; now, therefore, be it
44	44	RESOLVED, That the House of Representatives of the 81st Texas
45	45	Legislature hereby pay tribute to C. J. Brisbin for his service as a
46	46	member of the Texas Silver-Haired Legislature and for his other
47	47	worthy endeavors and extend to him sincere best wishes for
48	48	continued success; and, be it further
49	49	RESOLVED, That an official copy of this resolution be
50	50	prepared for Mr. Brisbin as an expression of high regard by the
51	51	Texas House of Representatives.
