44 R E S O L U T I O N
55 WHEREAS, Jose Riojas of El Paso has been nominated by
66 President Barack Obama to serve as assistant secretary for
77 operations, security and preparedness of the Department of Veterans
88 Affairs; and
99 WHEREAS, Supremely qualified to undertake this challenging
1010 role, retired Brigadier General Riojas began his distinguished
1111 30-year career in the armed services after graduating from the U.S.
1212 Military Academy at West Point in 1976; commissioned as a second
1313 lieutenant in the Field Artillery, he went on to serve in a number
1414 of significant operational and command assignments throughout the
1515 world; and
1616 WHEREAS, General Riojas also served notable tenures as
1717 political and military affairs officer with the U.S. Department of
1818 State, Arms Control and Disarmament Agency, senior assistant
1919 professor of military science at Bowling Green State University,
2020 and project manager of the Extending the Littoral Battlespace,
2121 Advanced Concepts Technology Demonstration at Pacific Command; in
2222 addition, he served at the Pentagon as the chief of Army
2323 Requirements, the Army's representative at the Joint Requirements
2424 Oversight Panel as part of the Joint Requirements Oversight
2525 Council, and executive officer to the chief of staff of the Army;
2626 and
2727 WHEREAS, General Riojas later became assistant division
2828 commander for the 3rd Infantry Division (Mechanized) at Fort
2929 Stewart in Georgia; from 2004 to 2006, he commanded Joint Task Force
3030 North, headquartered at Fort Bliss, with a geographical area of
3131 responsibility that included Canada, Mexico, and the 48 contiguous
3232 states; the command covered all branches of the military and its
3333 mission was to provide Department of Defense resources in support
3434 of law enforcement agencies in an effort to more effectively
3535 interdict transnational threats such as terrorists, weapons of mass
3636 destruction, aliens from special interest countries, and
3737 narco-terrorists; and
3838 WHEREAS, Since 2006, General Riojas has been a valued member
3939 of The University of Texas at El Paso community, serving as vice
4040 president for strategic initiatives, executive director of the
4141 National Center for Border Security and Immigration, and executive
4242 director of the Center for Defense Systems Research; and
4343 WHEREAS, Throughout a career distinguished by sound judgment
4444 and exemplary leadership, General Riojas has set the highest
4545 standards of excellence in the performance of his duties, and it is
4646 a pleasure to honor him on his latest achievement; now, therefore,
4747 be it
4848 RESOLVED, That the House of Representatives of the 81st Texas
4949 Legislature hereby congratulate retired Brigadier General Jose
5050 Riojas on his nomination as assistant secretary for operations,
5151 security and preparedness of the Department of Veterans Affairs and
5252 extend to him sincere best wishes for continued success with his
5353 important work; and, be it further
5454 RESOLVED, That an official copy of this resolution be
5555 prepared for General Riojas as an expression of high regard by the
5656 Texas House of Representatives.
