5 | 5 | | WHEREAS, Jose Riojas of El Paso has been nominated by |

9 | 9 | | WHEREAS, Supremely qualified to undertake this challenging |

10 | 10 | | role, retired Brigadier General Riojas began his distinguished |
---|
11 | 11 | | 30-year career in the armed services after graduating from the U.S. |
---|
12 | 12 | | Military Academy at West Point in 1976; commissioned as a second |
---|
13 | 13 | | lieutenant in the Field Artillery, he went on to serve in a number |
---|
14 | 14 | | of significant operational and command assignments throughout the |
---|
15 | 15 | | world; and |
---|
16 | 16 | | WHEREAS, General Riojas also served notable tenures as |
---|
17 | 17 | | political and military affairs officer with the U.S. Department of |
---|
18 | 18 | | State, Arms Control and Disarmament Agency, senior assistant |
---|
19 | 19 | | professor of military science at Bowling Green State University, |
---|
20 | 20 | | and project manager of the Extending the Littoral Battlespace, |
---|
21 | 21 | | Advanced Concepts Technology Demonstration at Pacific Command; in |
---|
22 | 22 | | addition, he served at the Pentagon as the chief of Army |
---|
23 | 23 | | Requirements, the Army's representative at the Joint Requirements |
---|
24 | 24 | | Oversight Panel as part of the Joint Requirements Oversight |
---|
25 | 25 | | Council, and executive officer to the chief of staff of the Army; |
---|

27 | 27 | | WHEREAS, General Riojas later became assistant division |

28 | 28 | | commander for the 3rd Infantry Division (Mechanized) at Fort |

29 | 29 | | Stewart in Georgia; from 2004 to 2006, he commanded Joint Task Force |

30 | 30 | | North, headquartered at Fort Bliss, with a geographical area of |

31 | 31 | | responsibility that included Canada, Mexico, and the 48 contiguous |
---|
32 | 32 | | states; the command covered all branches of the military and its |
---|
33 | 33 | | mission was to provide Department of Defense resources in support |
---|
34 | 34 | | of law enforcement agencies in an effort to more effectively |
---|
35 | 35 | | interdict transnational threats such as terrorists, weapons of mass |
---|
36 | 36 | | destruction, aliens from special interest countries, and |
---|
37 | 37 | | narco-terrorists; and |
---|
38 | 38 | | WHEREAS, Since 2006, General Riojas has been a valued member |
---|
39 | 39 | | of The University of Texas at El Paso community, serving as vice |
---|
40 | 40 | | president for strategic initiatives, executive director of the |
---|
41 | 41 | | National Center for Border Security and Immigration, and executive |
---|
42 | 42 | | director of the Center for Defense Systems Research; and |
---|
43 | 43 | | WHEREAS, Throughout a career distinguished by sound judgment |
---|
44 | 44 | | and exemplary leadership, General Riojas has set the highest |
---|
45 | 45 | | standards of excellence in the performance of his duties, and it is |
---|
46 | 46 | | a pleasure to honor him on his latest achievement; now, therefore, |

48 | 48 | | RESOLVED, That the House of Representatives of the 81st Texas |
