44 R E S O L U T I O N
55 WHEREAS, The city of El Paso lost a respected public servant
66 and business leader with the passing of Pablo Salcido on April 18,
77 2009, at the age of 52; and
88 WHEREAS, Throughout his life, Mr. Salcido was known for his
99 energy and enthusiasm in a wide range of endeavors; the president of
1010 the student body during his time at El Paso High School, he was also
1111 a near-constant presence on the field at football games, serving as
1212 the quarterback of the team and then taking up his trumpet at
1313 halftime to perform with the marching band; after receiving his
1414 diploma in 1974, he went on to earn a bachelor's degree at Austin
1515 College and later graduated with a master's degree from the Lyndon
1616 B. Johnson School of Public Affairs at The University of Texas at
1717 Austin; and
1818 WHEREAS, Possessing a deep interest in international issues,
1919 he joined the Peace Corps and worked to assist special needs
2020 children and hurricane victims in Honduras; after returning to the
2121 United States, he took a job in San Antonio city government under
2222 Mayor Henry Cisneros and helped coordinate the city's successful
2323 efforts to spur economic growth; and
2424 WHEREAS, Mr. Salcido returned to El Paso in the late 1980s to
2525 become the city's first economic development director, and his
2626 pioneering efforts attracted numerous companies to the area; he
2727 later held a number of business positions in the El Paso area,
2828 working as general manager for KINT-TV and as a member of the
2929 management team for EDM, which gave him experience in project and
3030 plant management; and
3131 WHEREAS, Building on his Peace Corps experience, this
3232 motivated leader became the director of the International
3333 City/County Management Association and undertook projects in
3434 Central and South America to help countries develop stable,
3535 democratic government institutions at the state and local level;
3636 and
3737 WHEREAS, In 2006, Mr. Salcido once again took up public
3838 service in his hometown when he was hired as the president and chief
3939 executive officer for the City of El Paso Housing Authority; he then
4040 became the president and CEO of Paso Del Norte Group, an assignment
4141 in which he was responsible for uniting business, political, and
4242 community leaders in the region to accomplish community service
4343 projects; his final position was as president and CEO of Tigua
4444 Incorporated, where he began work in June 2008; and
4545 WHEREAS, The loss of this esteemed Texan is keenly felt by the
4646 numerous friends that he made through the years as well as by the
4747 many people whose lives were made better by his efforts; an
4848 individual of great integrity who committed himself to helping
4949 others in myriad ways, Pablo Salcido set an inspiring example of
5050 civic engagement, and his work will be remembered and admired for
5151 years to come; now, therefore, be it
5252 RESOLVED, That the House of Representatives of the 81st Texas
5353 Legislature hereby pay tribute to the life of Pablo Salcido and
5454 extend deepest condolences to the members of his family: to his
5555 wife, Cheryl; to his children, Jordan, Briana, and Alyssa; to his
5656 brothers, Ruben, Juan, Benny, and Raul Salcido; to his sisters,
5757 Carmen Pierce, Noemi Garber, Rebecca Reyna, and Anna Salom; to his
5858 many nieces and nephews; and to his other relatives and friends;
5959 and, be it further
6060 RESOLVED, That an official copy of this resolution be
6161 prepared for his family and that when the Texas House of
6262 Representatives adjourns this day, it do so in memory of Pablo
6363 Salcido.
