5 | 5 | | WHEREAS, The city of El Paso lost a respected public servant |
---|
6 | 6 | | and business leader with the passing of Pablo Salcido on April 18, |
---|
7 | 7 | | 2009, at the age of 52; and |
---|
8 | 8 | | WHEREAS, Throughout his life, Mr. Salcido was known for his |
---|
9 | 9 | | energy and enthusiasm in a wide range of endeavors; the president of |
---|
10 | 10 | | the student body during his time at El Paso High School, he was also |
---|
11 | 11 | | a near-constant presence on the field at football games, serving as |
---|
12 | 12 | | the quarterback of the team and then taking up his trumpet at |
---|
13 | 13 | | halftime to perform with the marching band; after receiving his |
---|
14 | 14 | | diploma in 1974, he went on to earn a bachelor's degree at Austin |
---|
15 | 15 | | College and later graduated with a master's degree from the Lyndon |
---|
16 | 16 | | B. Johnson School of Public Affairs at The University of Texas at |
---|
17 | 17 | | Austin; and |
---|
18 | 18 | | WHEREAS, Possessing a deep interest in international issues, |
---|
19 | 19 | | he joined the Peace Corps and worked to assist special needs |
---|
20 | 20 | | children and hurricane victims in Honduras; after returning to the |
---|
21 | 21 | | United States, he took a job in San Antonio city government under |
---|
22 | 22 | | Mayor Henry Cisneros and helped coordinate the city's successful |
---|
23 | 23 | | efforts to spur economic growth; and |
---|
24 | 24 | | WHEREAS, Mr. Salcido returned to El Paso in the late 1980s to |
---|
25 | 25 | | become the city's first economic development director, and his |
---|
26 | 26 | | pioneering efforts attracted numerous companies to the area; he |
---|
27 | 27 | | later held a number of business positions in the El Paso area, |
---|
28 | 28 | | working as general manager for KINT-TV and as a member of the |
---|
29 | 29 | | management team for EDM, which gave him experience in project and |
---|
30 | 30 | | plant management; and |
---|
31 | 31 | | WHEREAS, Building on his Peace Corps experience, this |
---|
32 | 32 | | motivated leader became the director of the International |
---|
33 | 33 | | City/County Management Association and undertook projects in |
---|
34 | 34 | | Central and South America to help countries develop stable, |
---|
35 | 35 | | democratic government institutions at the state and local level; |
---|
36 | 36 | | and |
---|
37 | 37 | | WHEREAS, In 2006, Mr. Salcido once again took up public |
---|
38 | 38 | | service in his hometown when he was hired as the president and chief |
---|
39 | 39 | | executive officer for the City of El Paso Housing Authority; he then |
---|
40 | 40 | | became the president and CEO of Paso Del Norte Group, an assignment |
---|
41 | 41 | | in which he was responsible for uniting business, political, and |
---|
42 | 42 | | community leaders in the region to accomplish community service |
---|
43 | 43 | | projects; his final position was as president and CEO of Tigua |
---|
44 | 44 | | Incorporated, where he began work in June 2008; and |
---|
45 | 45 | | WHEREAS, The loss of this esteemed Texan is keenly felt by the |
---|
46 | 46 | | numerous friends that he made through the years as well as by the |
---|
47 | 47 | | many people whose lives were made better by his efforts; an |
---|
48 | 48 | | individual of great integrity who committed himself to helping |
---|
49 | 49 | | others in myriad ways, Pablo Salcido set an inspiring example of |
---|
50 | 50 | | civic engagement, and his work will be remembered and admired for |
---|
51 | 51 | | years to come; now, therefore, be it |
---|
52 | 52 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
53 | 53 | | Legislature hereby pay tribute to the life of Pablo Salcido and |
---|
54 | 54 | | extend deepest condolences to the members of his family: to his |
---|
55 | 55 | | wife, Cheryl; to his children, Jordan, Briana, and Alyssa; to his |
---|
56 | 56 | | brothers, Ruben, Juan, Benny, and Raul Salcido; to his sisters, |
---|
57 | 57 | | Carmen Pierce, Noemi Garber, Rebecca Reyna, and Anna Salom; to his |
---|
58 | 58 | | many nieces and nephews; and to his other relatives and friends; |
---|
