5 | 5 | | WHEREAS, For 35 years, the members of the Texas Probation |
---|
6 | 6 | | Association have provided leadership through training, networking |
---|
7 | 7 | | opportunities, and advocacy for probation professionals throughout |
---|
8 | 8 | | the Lone Star State; and |
---|
9 | 9 | | WHEREAS, Established in 1974, the organization represents |
---|
10 | 10 | | employees in the nearly 300 adult and juvenile probation |
---|
11 | 11 | | departments across the state who are responsible for enforcing |
---|
12 | 12 | | court orders, collecting fees, providing offender treatment and |
---|
13 | 13 | | counseling referrals, and collecting restitution for victims; and |
---|
14 | 14 | | WHEREAS, The Texas Probation Association and its membership |
---|
15 | 15 | | strive to enhance public safety as their primary role while |
---|
16 | 16 | | maintaining efficiency for Texas taxpayers; and |
---|
17 | 17 | | WHEREAS, The probation system is the most cost-effective |
---|
18 | 18 | | alternative to long-term incarceration, providing the courts with |
---|
19 | 19 | | additional resources designed to reduce recidivism and provide |
---|
20 | 20 | | treatment for the offender; and |
---|
21 | 21 | | WHEREAS, Additional resources for increased diversions from |
---|
22 | 22 | | prison provided by the 80th Texas Legislature led to more |
---|
23 | 23 | | defendants being placed on adult probation, and technical |
---|
24 | 24 | | revocations decreased dramatically; and |
---|
25 | 25 | | WHEREAS, Since the 1995 recodification of the Juvenile |
---|
26 | 26 | | Justice Code, the juvenile probation system has ably protected |
---|
27 | 27 | | communities and provided a variety of programs and resources to the |
---|
28 | 28 | | juvenile courts to effectively and efficiently treat and |
---|
29 | 29 | | rehabilitate juvenile defendants; and |
---|
30 | 30 | | WHEREAS, The Texas Probation Association provides its |
---|
31 | 31 | | members with a unified voice, empowering them to express their |
---|
32 | 32 | | concerns, make public their successes, and articulate their vision |
---|
33 | 33 | | for the future; and |
---|
34 | 34 | | WHEREAS, The men and women of the Texas Probation Association |
---|
35 | 35 | | are dedicated to improving the state's criminal and juvenile |
---|
36 | 36 | | justice systems, and their efforts in this regard are helping to |
---|
37 | 37 | | build a brighter and more promising future for all Texans; now, |
---|
38 | 38 | | therefore, be it |

39 | 39 | | RESOLVED, That the House of Representatives of the 81st Texas |

40 | 40 | | Legislature hereby recognize January 27, 2009, as Texas Probation |
---|
41 | 41 | | Association Day at the Capitol and extend to the members of that |
---|
42 | 42 | | organization sincere best wishes for the future; and, be it further |

43 | 43 | | RESOLVED, That an official copy of this resolution be |

44 | 44 | | prepared for the Texas Probation Association as an expression of |
