44 R E S O L U T I O N
55 WHEREAS, For 35 years, the members of the Texas Probation
66 Association have provided leadership through training, networking
77 opportunities, and advocacy for probation professionals throughout
88 the Lone Star State; and
99 WHEREAS, Established in 1974, the organization represents
1010 employees in the nearly 300 adult and juvenile probation
1111 departments across the state who are responsible for enforcing
1212 court orders, collecting fees, providing offender treatment and
1313 counseling referrals, and collecting restitution for victims; and
1414 WHEREAS, The Texas Probation Association and its membership
1515 strive to enhance public safety as their primary role while
1616 maintaining efficiency for Texas taxpayers; and
1717 WHEREAS, The probation system is the most cost-effective
1818 alternative to long-term incarceration, providing the courts with
1919 additional resources designed to reduce recidivism and provide
2020 treatment for the offender; and
2121 WHEREAS, Additional resources for increased diversions from
2222 prison provided by the 80th Texas Legislature led to more
2323 defendants being placed on adult probation, and technical
2424 revocations decreased dramatically; and
2525 WHEREAS, Since the 1995 recodification of the Juvenile
2626 Justice Code, the juvenile probation system has ably protected
2727 communities and provided a variety of programs and resources to the
2828 juvenile courts to effectively and efficiently treat and
2929 rehabilitate juvenile defendants; and
3030 WHEREAS, The Texas Probation Association provides its
3131 members with a unified voice, empowering them to express their
3232 concerns, make public their successes, and articulate their vision
3333 for the future; and
3434 WHEREAS, The men and women of the Texas Probation Association
3535 are dedicated to improving the state's criminal and juvenile
3636 justice systems, and their efforts in this regard are helping to
3737 build a brighter and more promising future for all Texans; now,
3838 therefore, be it
3939 RESOLVED, That the House of Representatives of the 81st Texas
4040 Legislature hereby recognize January 27, 2009, as Texas Probation
4141 Association Day at the Capitol and extend to the members of that
4242 organization sincere best wishes for the future; and, be it further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for the Texas Probation Association as an expression of
4545 high regard by the Texas House of Representatives.
