44 R E S O L U T I O N
55 WHEREAS, The year 2009 marks the 100th anniversary of the
66 founding of the first organized school in Edinburg, and this
77 occasion offers an opportunity to recognize the community's rich
88 educational history and the notable achievements of the Edinburg
99 Consolidated Independent School District; and
1010 WHEREAS, It was in 1909 that classes initially met in a small
1111 two-room building on the edge of town; the students, who numbered 30
1212 that first year, walked or rode horses to reach the school, and the
1313 faculty consisted of two teachers; and
1414 WHEREAS, The Edinburg Independent School District came into
1515 being on April 3, 1919, when the 36th Texas Legislature passed House
1616 Bill No. 603; the district's inaugural superintendent was W. E.
1717 Foster, who earned an annual salary of $2,500 for his work; and
1818 WHEREAS, The number of pupils in the Edinburg school district
1919 was relatively small in its early years, at least when compared with
2020 the district today; in 1919, there was a total of 799 students who
2121 were served by 25 teachers, and the graduating class of Edinburg
2222 High School that year consisted of just two people; nonetheless,
2323 the district exhibited the same commitment to continuous
2424 improvement that has become its hallmark; within two years of its
2525 establishment, it had begun bus service, started work on a
2626 "teacherage" to provide housing for unmarried female instructors,
2727 and even fielded its first football team, despite the fact that most
2828 of the members had never before played the sport; and
2929 WHEREAS, In 1926, the Edinburg school system joined with
3030 Common School Districts No. 7 and No. 8 to create the Edinburg
3131 Consolidated Independent School District; the following year, a
3232 bond issue was approved to create a new junior high and high school
3333 as well as fine arts facilities and other improvements; and
3434 WHEREAS, Through the years, Edinburg CISD continued to
3535 expand; by 1949, enrollment stood at 3,900 students, nearly five
3636 times the number that had attended when the district was founded,
3737 and by the following year, there were 14 schools in operation; and
3838 WHEREAS, Today, the Edinburg public school system is one of
3939 the fastest growing in Texas, with 2,000 teachers providing
4040 instruction to almost 31,000 students; it serves an area of some 945
4141 square miles, which makes it one of the largest land mass districts
4242 in the nation, and it includes 3 high schools, 5 middle schools, 27
4343 elementary schools, and an alternative education campus; and
4444 WHEREAS, Upholding the motto "Educational Excellence
4545 Abounds," the Edinburg Consolidated Independent School District is
4646 carrying forth its mission of preparing young people in Hidalgo
4747 County for the challenges and opportunities of the future, and its
4848 legacy of academic achievement over the course of nine decades has
4949 played a major role in the ongoing development of South Texas; now,
5050 therefore, be it
5151 RESOLVED, That the House of Representatives of the 81st Texas
5252 Legislature hereby commemorate the centennial of the founding of
5353 the first organized school in Edinburg and congratulate the
5454 educators, staff, and students of the Edinburg Consolidated
5555 Independent School District on this special milestone; and, be it
5656 further
5757 RESOLVED, That an official copy of this resolution be
5858 prepared for the district as an expression of high regard by the
5959 Texas House of Representatives.
