| 5 | 5 | | WHEREAS, The Fifth Ward Enrichment Program is hosting its |

| 6 | 6 | | 11th annual Heart of Houston luncheon on June 23, 2009; and |
|---|
| 7 | 7 | | WHEREAS, A fundraiser to support the FWEP's community |
|---|
| 8 | 8 | | initiatives, the Heart of Houston luncheon recognizes those |
|---|
| 9 | 9 | | individuals who have demonstrated an exemplary commitment to |
|---|
| 10 | 10 | | citizens of Houston through their philanthropic endeavors, and this |
|---|
| 11 | 11 | | year's honorees are Mr. and Mrs. Percy "Frenchy" Creuzot and |
|---|
| 12 | 12 | | Dr. Felix L. Cook; and |
|---|
| 13 | 13 | | WHEREAS, Founded in 1984, the FWEP was designed to address |
|---|
| 14 | 14 | | the issues of crime, gangs, drug use, and teenage pregnancy, as well |
|---|
| 15 | 15 | | as the increased numbers of high school dropouts and single-parent |
|---|
| 16 | 16 | | households; seeking to empower area youth and to encourage them to |
|---|
| 17 | 17 | | make sound and healthy decisions, the organization promotes |
|---|
| 18 | 18 | | goal-setting, improved self-esteem, and leadership development, |
|---|
| 19 | 19 | | and it provides education and mentorship from positive role models; |
|---|
| 20 | 20 | | and |
|---|
| 21 | 21 | | WHEREAS, The FWEP collaborates with a number of other |
|---|
| 22 | 22 | | community-based groups and reaches approximately 250 African |
|---|
| 23 | 23 | | American and Hispanic young men from the northern region of the |
|---|
| 24 | 24 | | Houston Independent School District, and its efforts have ensured |
|---|
| 25 | 25 | | that more than 90 percent of its senior class participants are |
|---|
| 26 | 26 | | graduating from high school each year; the wide range of programs |
|---|
| 27 | 27 | | currently sponsored by the FWEP includes alternative afterschool |
|---|
| 28 | 28 | | activities, weekend field trips, summer community service and |
|---|
| 29 | 29 | | employment projects, counseling and tutoring, academic |
|---|
| 30 | 30 | | competitions, career and technology training, and personal |
|---|
| 31 | 31 | | development seminars; and |
|---|
| 32 | 32 | | WHEREAS, This noteworthy organization is providing important |
|---|
| 33 | 33 | | opportunities for many young Texans, and in so doing, it is bringing |
|---|
| 34 | 34 | | lasting benefits to its participants, their families, and this |
|---|
| 35 | 35 | | state; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 37 | 37 | | Legislature hereby honor the Fifth Ward Enrichment Program on the |
|---|
| 38 | 38 | | occasion of the 2009 Heart of Houston luncheon and extend to all |
|---|
| 39 | 39 | | those associated with the organization sincere best wishes for the |
|---|
| 40 | 40 | | future; and, be it further |
|---|
| 41 | 41 | | RESOLVED, That an official copy of this resolution be |
|---|
| 42 | 42 | | prepared for the FWEP as an expression of high regard by the Texas |
