5 | 5 | | WHEREAS, Richard B. Cowan has distinguished himself through |
---|
6 | 6 | | his service as superintendent of the New Caney Independent School |
---|
7 | 7 | | District; and |
---|
8 | 8 | | WHEREAS, Mr. Cowan received his education from Sam Houston |
---|
9 | 9 | | State University, earning his bachelor's degree in teaching in 1971 |
---|
10 | 10 | | and his master's degree in education in 1980; he also holds |
---|
11 | 11 | | mid-management and superintendent certifications from SHSU; and |
---|
12 | 12 | | WHEREAS, From 1971 to 1979, Mr. Cowan taught in the Spring and |
---|
13 | 13 | | Magnolia school districts, and he went on to serve as assistant |
---|
14 | 14 | | principal in two districts; from 1988 to 1993, he was principal of |
---|
15 | 15 | | Montgomery Junior High School, and from 1993 to 1995, he was |
---|
16 | 16 | | principal of Diboll High School; after serving as superintendent of |
---|
17 | 17 | | Van Vleck ISD from 1995 to 1998, he became superintendent of New |
---|
18 | 18 | | Caney ISD in 1998; and |
---|
19 | 19 | | WHEREAS, During Mr. Cowan's tenure as superintendent, New |
---|
20 | 20 | | Caney ISD has earned a series of "Recognized" ratings from the Texas |
---|
21 | 21 | | Education Agency; he played a vital role in winning approval of more |
---|
22 | 22 | | than $200 million in bonds, leading to the addition of five new |
---|
23 | 23 | | elementary schools, a new middle school, and the district's second |
---|
24 | 24 | | high school; and |
---|
25 | 25 | | WHEREAS, Mr. Cowan was named Superintendent of the Year for |
---|
26 | 26 | | Region VI by the Texas Association of School Boards; he has received |
---|
27 | 27 | | recognition from the community as well, having twice been named a |
---|
28 | 28 | | Hometown Hero by the Community Chamber of Commerce of East |
---|
29 | 29 | | Montgomery County; he has been named as a Paul Harris Fellow by the |
---|
30 | 30 | | Rotary Club of East Montgomery County; and |
---|
31 | 31 | | WHEREAS, Since 1998, Rick Cowan has contributed greatly to |
---|
32 | 32 | | the development of New Caney ISD, and his dedication to the |
---|
33 | 33 | | district's students, teachers, and staff merits special |
---|
34 | 34 | | recognition; now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
36 | 36 | | Legislature hereby commend Richard B. Cowan on his service to New |
---|
37 | 37 | | Caney ISD and extend to him sincere best wishes for the future; and, |
---|
