81R30788 JNC-D By: Jackson H.R. No. 1958 R E S O L U T I O N WHEREAS, The Honorable Douglas N. Stover is completing his tenure as mayor of Coppell in May 2009, and it is indeed fitting at this time to recognize his many outstanding achievements while in office; and WHEREAS, A graduate of Texas Tech University, Douglas Stover is currently an equity compensation manager for Celanese Corporation; he began his public service in 1998, when he was elected to the city council, and since that time, the city has grown by some 10,000 people to a population of 39,500, and the budget has more than doubled, increasing from $35 million to $81 million; and WHEREAS, Under his leadership, the City of Coppell has added a Justice Center, which houses the police and municipal courts, a municipal service center, an aquatic and recreation center, an animal shelter and adoption center, Town Center Plaza, and multiple park facilities; a senior and community center and a new municipal cemetery are also under construction; and WHEREAS, Mayor Stover has been committed to Coppell's economic growth, working to bring in a number of commercial and industrial developments that have brought revenue to the city while negating the need for additional tax increases; his efforts have also aimed to bolster safety through the addition of red light cameras, a 25-mile-per-hour speed limit in residential areas, and a Citizens Police Academy; and WHEREAS, A vital participant in the positive development of this thriving Dallas County municipality, Douglas Stover has earned the respect and admiration of his fellow citizens for his highly accomplished tenure in office, and he has proven himself to be a dedicated civic leader and a true friend of the community; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby commend the Honorable Douglas N. Stover for his service to the citizens of Coppell and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mayor Stover as an expression of high regard by the Texas House of Representatives.
