| 5 | 5 | | WHEREAS, The Honorable Douglas N. Stover is completing his |
|---|
| 6 | 6 | | tenure as mayor of Coppell in May 2009, and it is indeed fitting at |
|---|
| 7 | 7 | | this time to recognize his many outstanding achievements while in |
|---|
| 8 | 8 | | office; and |
|---|
| 9 | 9 | | WHEREAS, A graduate of Texas Tech University, Douglas Stover |
|---|
| 10 | 10 | | is currently an equity compensation manager for Celanese |
|---|
| 11 | 11 | | Corporation; he began his public service in 1998, when he was |
|---|
| 12 | 12 | | elected to the city council, and since that time, the city has grown |
|---|
| 13 | 13 | | by some 10,000 people to a population of 39,500, and the budget has |
|---|
| 14 | 14 | | more than doubled, increasing from $35 million to $81 million; and |
|---|
| 15 | 15 | | WHEREAS, Under his leadership, the City of Coppell has added |
|---|
| 16 | 16 | | a Justice Center, which houses the police and municipal courts, a |
|---|
| 17 | 17 | | municipal service center, an aquatic and recreation center, an |
|---|
| 18 | 18 | | animal shelter and adoption center, Town Center Plaza, and multiple |
|---|
| 19 | 19 | | park facilities; a senior and community center and a new municipal |
|---|
| 20 | 20 | | cemetery are also under construction; and |
|---|
| 21 | 21 | | WHEREAS, Mayor Stover has been committed to Coppell's |
|---|
| 22 | 22 | | economic growth, working to bring in a number of commercial and |
|---|
| 23 | 23 | | industrial developments that have brought revenue to the city while |
|---|
| 24 | 24 | | negating the need for additional tax increases; his efforts have |
|---|
| 25 | 25 | | also aimed to bolster safety through the addition of red light |
|---|
| 26 | 26 | | cameras, a 25-mile-per-hour speed limit in residential areas, and a |
|---|
| 27 | 27 | | Citizens Police Academy; and |
|---|
| 28 | 28 | | WHEREAS, A vital participant in the positive development of |
|---|
| 29 | 29 | | this thriving Dallas County municipality, Douglas Stover has earned |
|---|
| 30 | 30 | | the respect and admiration of his fellow citizens for his highly |
|---|
| 31 | 31 | | accomplished tenure in office, and he has proven himself to be a |
|---|
| 32 | 32 | | dedicated civic leader and a true friend of the community; now, |
|---|
| 33 | 33 | | therefore, be it |
|---|
| 34 | 34 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 35 | 35 | | Legislature hereby commend the Honorable Douglas N. Stover for his |
|---|
| 36 | 36 | | service to the citizens of Coppell and extend to him sincere best |
|---|
| 37 | 37 | | wishes for the future; and, be it further |
