5	5	WHEREAS, Richard Garcia has been named the 2009 Man of the
6	6	Year by the Mercedes Area Chamber of Commerce; and
7	7	WHEREAS, A graduate of Mercedes High School, Mr. Garcia
8	8	attended Pan American University, and while pursuing his
9	9	undergraduate studies, he maintained his connection with his
10	10	community by serving as an intern with the City of Mercedes; and
11	11	WHEREAS, He earned his bachelor of arts degree in 1985 and
12	12	went on to work with Texas Rural Legal Aid; he later rejoined the
13	13	City of Mercedes, serving as planning director and assistant city
14	14	manager before becoming city manager in 2002; and
15	15	WHEREAS, Providing his fellow residents with effective and
16	16	productive leadership, he has been actively involved in the Hidalgo
17	17	County Metropolitan Planning Organization, the Lower Rio Grande
18	18	Valley Development Council, and the Urban County Advisory Board; he
19	19	also shared his time with a number of professional associations,
20	20	serving on the advisory committee of the International City/County
21	21	Management Association, American Planning Association, and
22	22	National Association of Housing and Redevelopment Officials; and
23	23	WHEREAS, In addition to his invaluable civic service, this
24	24	notable Texan has been closely involved with the PTA on various
25	25	local campuses and supported the Mercedes Band Boosters; he is also
26	26	a member of the Mercedes Area Chamber of Commerce board of
27	27	directors; and
28	28	WHEREAS, His generous nature and sense of personal commitment
29	29	to the people of Mercedes have also been evident in the times he has
30	30	helped individuals in need, including by providing his own
31	31	financial resources, to ensure they have basic necessities; and
32	32	WHEREAS, Mr. Garcia faithfully attends Sacred Heart Catholic
33	33	Church and is devoted to his family; he has been married to his
34	34	wife, Dahlia, for 21 years and has two children, Danielle Renee and
35	35	Ricardo Daniel; and
36	36	WHEREAS, The residents of Mercedes have benefited greatly
37	37	from Richard Garcia's exemplary achievements and contributions to
38	38	the community, and it is a pleasure to join in honoring him; now,
39	39	therefore, be it
40	40	RESOLVED, That the House of Representatives of the 81st Texas
41	41	Legislature hereby congratulate Richard Garcia on being named the
42	42	2009 Man of the Year by the Mercedes Area Chamber of Commerce and
43	43	extend to him sincere best wishes for the future; and, be it further
44	44	RESOLVED, That an official copy of this resolution be
45	45	prepared for Mr. Garcia as an expression of high regard by the Texas
46	46	House of Representatives.
