| 5 | 5 | | WHEREAS, Dalia de la O Carr has been named 2008 Woman of the |

| 6 | 6 | | Year by the Mercedes Chamber of Commerce; and |
|---|
| 7 | 7 | | WHEREAS, The proprietor of El Fenix Caf, a family restaurant |
|---|
| 8 | 8 | | that has served the area for decades, Ms. Carr has given selflessly |
|---|
| 9 | 9 | | of her time and talents to heighten awareness of autism and raise |
|---|
| 10 | 10 | | funds to help bring more resources to the Rio Grande Valley for |
|---|
| 11 | 11 | | children diagnosed with autism and their families; and |
|---|
| 12 | 12 | | WHEREAS, Ms. Carr held a barbecue benefit in April 2007 that |
|---|
| 13 | 13 | | raised more than $2,500 for the Autism Council for Educational |
|---|
| 14 | 14 | | Support and Scientific Studies, a nonprofit foundation assisting |
|---|
| 15 | 15 | | children with autism spectrum disorders; the next year, she worked |
|---|
| 16 | 16 | | diligently to help establish a motorcycle rally and fund-raiser in |
|---|
| 17 | 17 | | support of autism research; although she suffered several family |
|---|
| 18 | 18 | | tragedies in 2008, and is now raising a son with autism on her own |
|---|
| 19 | 19 | | while running two businesses, she still found the time to organize |
|---|
| 20 | 20 | | several barbecues to raise money for hospital and funeral expenses |
|---|
| 21 | 21 | | for friends and acquaintances in need; and |
|---|
| 22 | 22 | | WHEREAS, In April 2009, Ms. Carr and El Fenix Caf sponsored |
|---|
| 23 | 23 | | the second annual Autism Awareness Bike Rally, hosting |
|---|
| 24 | 24 | | motorcyclists from across the Rio Grande Valley to raise funds for a |
|---|
| 25 | 25 | | new preschool for children with autism in Harlingen; the growing |
|---|
| 26 | 26 | | event offered the community an opportunity to learn more about |
|---|
| 27 | 27 | | autism, and Ms. Carr has furthered that goal through appearances on |
|---|
| 28 | 28 | | television and interviews in numerous publications; and |
|---|
| 29 | 29 | | WHEREAS, This dynamic Mercedes native serves on a number of |
|---|
| 30 | 30 | | civic committees and contributes to her community in many ways; she |
|---|
| 31 | 31 | | has triumphed in spite of adversity and can indeed take pride in the |
|---|
| 32 | 32 | | positive difference she has made through her worthwhile endeavors; |
|---|
| 33 | 33 | | now, therefore, be it |

| 34 | 34 | | RESOLVED, That the House of Representatives of the 81st Texas |

| 35 | 35 | | Legislature hereby congratulate Dalia de la O Carr on being named |

| 36 | 36 | | the 2008 Woman of the Year by the Mercedes Chamber of Commerce and |
