5	5	WHEREAS, Dr. Ricardo Romo is celebrating his 10th anniversary
6	6	as president of The University of Texas at San Antonio in 2009; and
7	7	WHEREAS, A native of the Alamo City, Ricardo Romo graduated
8	8	from Louis W. Fox Academic and Technical High School and attended
9	9	The University of Texas at Austin; he later earned a master's degree
10	10	from Loyola Marymount University and a doctoral degree from the
11	11	University of California, Los Angeles, and he published "East Los
12	12	Angeles: History of a Barrio"; in 1980, he returned to UT Austin to
13	13	teach history before he was named vice provost for undergraduate
14	14	education, and from 1987 to 1993, he directed the Texas office of
15	15	the Tomas Rivera Center at Trinity University; and
16	16	WHEREAS, Dr. Romo was appointed president of UTSA in 1999,
17	17	and during his tenure, enrollment has increased by 50 percent and
18	18	the institution has been recognized as a leader in "Closing the
19	19	Gaps," the statewide initiative to enroll more Texans in college;
20	20	in addition, UTSA has added numerous facilities, including a
21	21	Recreation/Wellness building and a 1,000-bed Olympic village-style
22	22	housing complex, as well as various student support programs; among
23	23	Dr. Romo's future goals for the university are to double the current
24	24	number of tenured and tenure-track faculty by 2012, to develop
25	25	additional doctoral programs and research institutes, to launch the
26	26	approved Athletic Initiative Business Plan, and to construct nearly
27	27	$750 million in facilities; and
28	28	WHEREAS, This distinguished administrator was appointed by
29	29	President George W. Bush to the President's Board of Advisers on
30	30	Historically Black Colleges and Universities, by Secretary of State
31	31	Colin Powell to the United Nations Educational, Scientific and
32	32	Cultural Organization, and by Governor Rick Perry to the Commission
33	33	for College Ready Texas; moreover, Dr. Romo has been active in many
34	34	local organizations, including the San Antonio Hispanic Chamber of
35	35	Commerce, which he served as chair, as well as the board of the
36	36	Federal Reserve Bank of Dallas and the United Way; and
37	37	WHEREAS, In all of his endeavors, he enjoys the love and
38	38	support of his wife and UTSA colleague, Dr. Harriett Romo, and he
39	39	takes great pride in their two children, Carlos and Anadelia; and
40	40	WHEREAS, UTSA has gained immeasurably from Dr. Romo's
41	41	dedication and vision over the past decade, and it is a privilege to
42	42	recognize his ongoing contributions to higher education in the Lone
43	43	Star State; now, therefore, be it
44	44	RESOLVED, That the House of Representatives of the 81st Texas
45	45	Legislature hereby honor Dr. Ricardo Romo on his 10th anniversary
46	46	as president of The University of Texas at San Antonio and extend to
47	47	him sincere best wishes for continued success and happiness; and,
48	48	be it further
49	49	RESOLVED, That an official copy of this resolution be
50	50	prepared for Dr. Romo as an expression of high regard by the Texas
51	51	House of Representatives.
