44 R E S O L U T I O N
55 WHEREAS, Betty Massey is being honored by the Galveston
66 Independent School District Educational Foundation with its
77 Educational Leadership Award; and
88 WHEREAS, A nonprofit corporation, the GISD Educational
99 Foundation was established by a coalition of private, business,
1010 industrial, and civic interests to finance and enhance educational
1111 programs not otherwise funded by the district; its Educational
1212 Leadership Award, now in its sixth year, recognizes those
1313 individuals whose sustained commitment to education has made a
1414 lasting impact in Galveston; and
1515 WHEREAS, Ms. Massey has served her community in myriad ways
1616 through the years in her professional life and as a civic leader; a
1717 graduate of the University of California-Berkeley with a degree in
1818 history, she was a teacher and the director of an innovative private
1919 preschool before becoming education director of the Galveston
2020 Historical Foundation in 1983; increasingly responsible positions
2121 with that organization led to her appointment as executive director
2222 in 1990; and
2323 WHEREAS, Under her leadership, the Galveston Historical
2424 Foundation won numerous awards and a national reputation as one of
2525 the country's largest and most successful historic preservation
2626 organizations; in 2000, Ms. Massey became executive director of the
2727 Mary Moody Northen Endowment, a private foundation based in
2828 Galveston that makes charitable grants in both Texas and Virginia
2929 and owns and operates two significant historic properties; and
3030 WHEREAS, This dedicated volunteer serves on many
3131 professional and advisory boards and has been highly effective in
3232 numerous civic organizations working in behalf of preservation,
3333 education, and economic development; a former chair of the
3434 Galveston Chamber of Commerce and vice chair of the City of
3535 Galveston Park Board of Trustees, she is a founding member of the
3636 GISD Education Foundation and served as vice chair--development
3737 from 2002 to 2005; moreover, she served on the board of the local
3838 chapter of the United Way and as chair of the city's Comprehensive
3939 Plan Review Committee; and
4040 WHEREAS, Following the devastation of Hurricane Ike, the city
4141 council named Ms. Massey to head the Community Recovery Committee;
4242 through her expert management, this diverse group of some 300
4343 residents was able to distill months of public hearings and
4444 brainstorming into the comprehensive 42 Project Plan; in addition
4545 to recommendations for housing, transportation, and economic
4646 revitalization, the plan includes proposals for strengthening the
4747 educational system to build a vibrant workforce and encourage
4848 families to remain in Galveston or relocate to the city; and
4949 WHEREAS, Betty Massey has set an inspirational standard of
5050 public service, and her vision and commitment to education are
5151 helping to shape a brighter future for the people of Galveston; now,
5252 therefore, be it
5353 RESOLVED, That the House of Representatives of the 81st Texas
5454 Legislature hereby congratulate Betty Massey on her receipt of the
5555 Educational Leadership Award from the Galveston Independent School
5656 District Educational Foundation and extend to her best wishes for
5757 continued success in her important endeavors; and, be it further
5858 RESOLVED, That an official copy of this resolution be
5959 prepared for Ms. Massey as an expression of high regard by the Texas
6060 House of Representatives.
