44 R E S O L U T I O N
55 WHEREAS, The Honorable Juan R. Partida has served the
66 community of the Rio Grande Valley with great distinction for more
77 than 20 years; and
88 WHEREAS, Born in Edinburg to Jose G. and Adela C. Partida,
99 Juan Partida graduated from Edinburg High School in 1970; he
1010 attended The University of Texas at Austin, where he earned his
1111 bachelor's degree with honors in 1974 and his law degree in 1977;
1212 since then, he has continued his legal education by attending the
1313 Texas College for New Judges and the National Judicial College; and
1414 WHEREAS, In 1986, Judge Partida was elected to the Hidalgo
1515 County Court at Law No. 1, and two years later, he won the first of
1616 six consecutive elections to the 275th District Court, all but one
1717 of them without opposition; his current term on the district court
1818 expires at the end of 2010; and
1919 WHEREAS, Judge Partida pioneered the use of alternative
2020 dispute resolution methods in Hidalgo County, employing both
2121 voluntary and mandatory mediation and also nonbinding summary jury
2222 trials; moreover, this esteemed Texan was the first judge in the Rio
2323 Grande Valley to require the Prison Orientation for One Day Program
2424 as a condition of community supervision in criminal cases; and
2525 WHEREAS, Judge Partida is a leader in his profession outside
2626 of the courtroom as well; from 1998 to 1999, he served as chair of
2727 the Hidalgo County Bail Bond Board, and he was elected by his fellow
2828 district court judges to serve as the local presiding judge for the
2929 Board of Judges in 2007; he is also the overseer of the two
3030 auxiliary courts in the county; and
3131 WHEREAS, With the love and support of his wife, Felicia, and
3232 his three children, Daniel, Melissa, and Laura, Judge Juan Partida
3333 has dedicated himself to the pursuit of excellence in the
3434 administration of justice in Hidalgo County for more than two
3535 decades, and the people of the Rio Grande Valley have benefited
3636 greatly from his consummate professionalism; now, therefore, be it
3737 RESOLVED, That the House of Representatives of the 81st Texas
3838 Legislature hereby commend Judge Juan R. Partida for his
3939 contributions to his community and extend to him sincere best
4040 wishes for continued success in his invaluable work; and, be it
4141 further
4242 RESOLVED, That an official copy of this resolution be
4343 prepared for Judge Partida as an expression of high regard by the
4444 Texas House of Representatives.
