| 8 | 8 | | WHEREAS, This San Antonio-based company is the biggest |

| 9 | 9 | | refiner in North America, with 16 refineries located throughout the |
|---|
| 10 | 10 | | United States, Canada, and the Caribbean, as well as nearly 6,000 |

| 11 | 11 | | retail and branded wholesale outlets; in 2008, Valero's revenues |

| 12 | 12 | | exceeded $118 billion; and |

| 13 | 13 | | WHEREAS, Skillfully led by CEO William R. Klesse, the |

| 14 | 14 | | corporation provides jobs for approximately 22,000 employees, and |

| 15 | 15 | | in 2007 it was recognized by Fortune as No. 1 on the magazine's list |

| 16 | 16 | | of the "Best Big Companies to Work For"; and |

| 17 | 17 | | WHEREAS, An independent business that employs Texans, Valero |

| 18 | 18 | | is contributing to the overall economic prosperity of the Lone Star |

| 19 | 19 | | State, and its officers and employees may indeed reflect with great |

| 20 | 20 | | pride on their company's notable achievements; now, therefore, be |
