| 5 | 5 | | WHEREAS, Rosalinda R. Ybanez was sworn in as the first |

| 6 | 6 | | Hispanic female president of the Houston Police Organization of |

| 7 | 7 | | Spanish Speaking Officers on April 1, 2009; and |
|---|
| 8 | 8 | | WHEREAS, Also the first Hispanic female to head a police |
|---|
| 9 | 9 | | organization in Texas, Officer Ybanez has had a distinguished |
|---|
| 10 | 10 | | career with HPD; joining the department as a patrol officer, she |
|---|
| 11 | 11 | | went on to become an investigator in the homicide division, family |
|---|
| 12 | 12 | | violence unit, where she served for a decade; and |
|---|
| 13 | 13 | | WHEREAS, Officer Ybanez currently works in a specialized |
|---|
| 14 | 14 | | division, and she belongs to a number of professional groups, |
|---|
| 15 | 15 | | including the Texas Hispanic Peace Officers Association and the |
|---|
| 16 | 16 | | Houston Police Officers Union; in addition, she is a valued member |
|---|
| 17 | 17 | | of the Hispanic Officer of the Year committee and the Mayor's |
|---|
| 18 | 18 | | Hispanic Advisory Board; and |
|---|
| 19 | 19 | | WHEREAS, The Houston Police Organization of Spanish Speaking |
|---|
| 20 | 20 | | Officers assists minorities with the special issues they face in |
|---|
| 21 | 21 | | their day-to-day work lives; in her new role, Officer Ybanez |
|---|
| 22 | 22 | | represents OSSO members in employee group meetings with the chief |
|---|
| 23 | 23 | | of police and she oversees the organization's many worthwhile |
|---|
| 24 | 24 | | community outreach efforts; and |
|---|
| 25 | 25 | | WHEREAS, Dedicated to her profession, Rosalinda Ybanez has |
|---|
| 26 | 26 | | earned the respect and admiration of her fellow officers, and her |
|---|
| 27 | 27 | | outstanding leadership will continue to enhance the aims of the |
|---|
| 28 | 28 | | Organization of Spanish Speaking Officers; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 30 | 30 | | Legislature hereby honor Rosalinda R. Ybanez on her election as the |

| 31 | 31 | | first Hispanic female president of the Houston Police Organization |

| 32 | 32 | | of Spanish Speaking Officers and extend to her sincere best wishes |
