5	5	WHEREAS, Residents of the Bayou City lost a brave and
6	6	admirable public servant when Captain James Arthur Harlow, Sr., of
7	7	the Houston Fire Department died in the line of duty on April 12,
8	8	2009, at the age of 49; and
9	9	WHEREAS, An East Texas native, James Harlow was born on May
10	10	18, 1959, and he went on to join the fire department in 1979; he was
11	11	a skilled firefighter who was always ready for a challenge and who
12	12	assisted fire victims with the utmost kindness and compassion; he
13	13	achieved the rank of captain in 2004 and garnered the lasting
14	14	respect of his colleagues at Fire Station No. 26 for his friendly
15	15	and approachable demeanor; and
16	16	WHEREAS, Over the course of nearly three decades with the
17	17	Houston Fire Department, Captain Harlow never wavered in his
18	18	dedication to his work; he demonstrated his commitment to helping
19	19	others on many occasions, including during Hurricane Ike, when he
20	20	drove to the station through the storm's powerful wind and rain in
21	21	order to assist in the disaster; fittingly, this esteemed Texan is
22	22	posthumously being awarded the Medal of Honor from both the Houston
23	23	Fire Department and the International Association of Firefighters;
24	24	and
25	25	WHEREAS, Captain Harlow further distinguished himself as a
26	26	devoted family man; he shared 29 years with his wife, Debbie, and
27	27	the couple were blessed with three children and four grandchildren;
28	28	in addition, Captain Harlow was known for being a sports fan, a
29	29	mechanic, and an avid hunter and fisherman, and his fellow
30	30	firefighters affectionately referred to him as "Captain Hogleg," in
31	31	reference to his thick East Texas accent and his love of cooking
32	32	wild game; and
33	33	WHEREAS, Devoted to the safety and well-being of his fellow
34	34	citizens, Captain Harlow exemplified the highest standards of his
35	35	profession, and his courageous service and immeasurable sacrifice
36	36	will forever be remembered by all those whose lives he touched; now,
37	37	therefore, be it
38	38	RESOLVED, That the House of Representatives of the 81st Texas
39	39	Legislature hereby pay tribute to the memory of Captain James
40	40	Arthur Harlow, Sr., and extend sincere sympathy to the members of
41	41	his family: to his wife, Debbie Harlow; to his children, Brandy
42	42	Rooth and her husband, Ron, James Harlow, Jr., and his wife,
43	43	Jessica, and Travis Harlow and his wife, Amber; to his
44	44	grandchildren, Avery, Darrah, Payton, and Karrah; to his parents,
45	45	James and Virginia Harlow; to his siblings, Terri Perricone and her
46	46	husband, Phillip, Christie Harlow, and David Harlow and his wife,
47	47	Pam; and to his other relatives and many friends; and, be it further
48	48	RESOLVED, That an official copy of this resolution be
49	49	prepared for his family and that when the Texas House of
50	50	Representatives adjourns this day, it do so in memory of Captain
51	51	James Harlow.
