5 | 5 | | WHEREAS, The Honorable Joseph Alexander Garcia has served the |
---|
6 | 6 | | people of South Texas for more than four decades; and |
---|
7 | 7 | | WHEREAS, Born in Brownsville in 1936 to J. A. and Bertha |
---|
8 | 8 | | Garcia, J. A. Garcia attended Moye Military Academy before |
---|
9 | 9 | | graduating in 1954 from Brownsville High School; he subsequently |
---|
10 | 10 | | earned a bachelor's degree from Texas A&I University in Kingsville |
---|
11 | 11 | | in 1960; and |
---|
12 | 12 | | WHEREAS, Mr. Garcia first served his fellow citizens as a |
---|
13 | 13 | | member of the Texas House of Representatives from 1968 to 1972; he |
---|
14 | 14 | | was instrumental in expanding the Texas A&I University System to |
---|
15 | 15 | | include a Corpus Christi campus, and following his departure from |
---|
16 | 16 | | the legislature, he went on to help develop that institution as its |
---|
17 | 17 | | chief fiscal officer for five years; and |
---|
18 | 18 | | WHEREAS, In the early 1980s, Mr. Garcia was elected as judge |
---|
19 | 19 | | of Kenedy County, a position in which he has continued to |
---|
20 | 20 | | distinguish himself for nearly three decades; among his numerous |
---|
21 | 21 | | achievements in behalf of area residents are the creation of rabies |
---|
22 | 22 | | clinics and food banks, the establishment of retirement and |
---|
23 | 23 | | insurance plans for teachers, and the organization of ambulance |
---|
24 | 24 | | services for rural communities; and |
---|
25 | 25 | | WHEREAS, Judge Garcia is supported in his endeavors by his |
---|
26 | 26 | | wife of 48 years, the former Sue Ann Barr, and their family includes |
---|
27 | 27 | | three children and six grandchildren; his life is further enriched |
---|
28 | 28 | | by his involvement in the Garcia Ranch, which has been in his family |
---|
29 | 29 | | since it was acquired by his great-grandfather; and |
---|
30 | 30 | | WHEREAS, Deeply committed to the region he calls home, Judge |
---|
31 | 31 | | J. A. Garcia has spent his career working to enhance the quality of |
---|
32 | 32 | | life for the people of Kenedy County and beyond, and his outstanding |
---|
33 | 33 | | efforts have made a positive and lasting difference; now, |
---|
34 | 34 | | therefore, be it |

35 | 35 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
36 | 36 | | Legislature hereby commend the Honorable J. A. Garcia for his many |
---|
37 | 37 | | years of public service and extend to him sincere best wishes for |
---|
38 | 38 | | continued success and happiness; and, be it further |
---|
39 | 39 | | RESOLVED, That an official copy of this resolution be |
