44 R E S O L U T I O N
55 WHEREAS, The caring and purposeful life of Douglas Allison
66 Carmichael of Austin drew to a close on May 7, 2009, at the age of
77 59; and
88 WHEREAS, Born on June 21, 1949, in Berkeley, California, Doug
99 Carmichael was the son of Donald and Pat Carmichael; he answered his
1010 nation's call to duty in 1969 and was a medic for the U.S. Army 101st
1111 Airborne Division during the Vietnam War; he went on to earn both a
1212 bachelor's degree and a medical degree from the University of New
1313 Mexico, and along the way, he returned to the military as a member
1414 of the Army Reserve; he received advanced training in chemical and
1515 biological casualty care and later served as an instructor in
1616 advanced trauma and cardiac life support for the U.S. Army Command
1717 and General Staff College-Medical Corps; and
1818 WHEREAS, After completing his residency in general surgery
1919 and emergency medicine at the Medical College of Wisconsin in
2020 Milwaukee in 1987, Dr. Carmichael served for a year as a staff
2121 emergency medicine physician at Brownwood Regional Hospital in
2222 Texas; he subsequently served as commander of the 375th Medical
2323 Detachment in Saudi Arabia and as a staff emergency physician at
2424 Darnall Army Hospital; moreover, he actively participated in
2525 several campaigns, including Operation Desert Storm, before
2626 retiring from the Army Reserve with the rank of lieutenant colonel;
2727 and
2828 WHEREAS, In 2000, following service on the emergency medical
2929 staff of Round Rock Hospital, Dr. Carmichael retired from the
3030 full-time practice of emergency medicine, however he remained in
3131 the field as a registered medical sonographer; he provided
3232 ultrasound instruction to emergency physicians, and he later went
3333 back to treating patients part-time at Austin area urgent care
3434 centers; and
3535 WHEREAS, Dr. Carmichael gave back to his profession as a
3636 member of numerous organizations; during medical school, he was
3737 elected as a student member of the American Medical Association,
3838 and in 1983, he was a student delegate to the AMA House of
3939 Delegates; as his career progressed, he joined the Texas Medical
4040 Association, which he served as chair of the TMA Committee on Trauma
4141 and EMS, and the Texas College of Emergency Physicians, which he
4242 served as a member of the membership and legislative committees; he
4343 was honored with a Council Teamwork Award, and he was selected as a
4444 fellow of the American College of Emergency Physicians; and
4545 WHEREAS, Dr. Carmichael was an avid distance runner and
4646 bicyclist who took great pleasure in the outdoors; although he was
4747 diagnosed with multiple sclerosis in 1995, he continued to pursue
4848 physical activity and especially enjoyed taking part in two major
4949 MS fund-raisers, the BP MS 150 bike ride from Austin to Houston and
5050 the MS 150 Bike to the Beach from San Antonio to Corpus Christi; he
5151 and some friends founded the Champions Against MS team for
5252 participants who were struggling with the disease themselves, and
5353 members were recognizable in their orange, black, and white jerseys
5454 that read "I have MS That is Why I Ride"; and
5555 WHEREAS, Throughout his life, Doug Carmichael distinguished
5656 himself as a talented physician, a patriotic American, and a
5757 devoted friend and loved one, and memories of him will forever be
5858 cherished by all those who held him dear; now, therefore, be it
5959 RESOLVED, That the House of Representatives of the 81st Texas
6060 Legislature hereby pay tribute to the memory of Douglas Allison
6161 Carmichael and extend deepest sympathy to the members of his
6262 family: to his wife, Loise King Waller; to his children, U.S. Marine
6363 Corporal Hunter Allison Carmichael, Danielle Suzanne Carmichael,
6464 Alexis Faist Largent and her husband, William, and Caroline Waller
6565 Faist; to his mother, Pat Carmichael; to his sisters, Beth Thompson
6666 and her husband, Thomas, Judy Colman and her husband, David; to his
6767 niece, Becky Thompson; to his grandchildren, Avery Simone Largent,
6868 Rhys William Largent, and Griffin John Largent; and to his other
6969 relatives and many friends; and, be it further
7070 RESOLVED, That an official copy of this resolution be
7171 prepared for his family and that when the Texas House of
7272 Representatives adjourns this day, it do so in memory of Dr. Douglas
7373 Allison Carmichael.
