5 | 5 | | WHEREAS, The caring and purposeful life of Douglas Allison |

6 | 6 | | Carmichael of Austin drew to a close on May 7, 2009, at the age of |

---|
8 | 8 | | WHEREAS, Born on June 21, 1949, in Berkeley, California, Doug |
---|
9 | 9 | | Carmichael was the son of Donald and Pat Carmichael; he answered his |
---|
10 | 10 | | nation's call to duty in 1969 and was a medic for the U.S. Army 101st |
---|
11 | 11 | | Airborne Division during the Vietnam War; he went on to earn both a |
---|
12 | 12 | | bachelor's degree and a medical degree from the University of New |
---|
13 | 13 | | Mexico, and along the way, he returned to the military as a member |
---|
14 | 14 | | of the Army Reserve; he received advanced training in chemical and |
---|
15 | 15 | | biological casualty care and later served as an instructor in |
---|
16 | 16 | | advanced trauma and cardiac life support for the U.S. Army Command |
---|
17 | 17 | | and General Staff College-Medical Corps; and |
---|
18 | 18 | | WHEREAS, After completing his residency in general surgery |
---|
19 | 19 | | and emergency medicine at the Medical College of Wisconsin in |
---|
20 | 20 | | Milwaukee in 1987, Dr. Carmichael served for a year as a staff |
---|
21 | 21 | | emergency medicine physician at Brownwood Regional Hospital in |
---|
22 | 22 | | Texas; he subsequently served as commander of the 375th Medical |
---|
23 | 23 | | Detachment in Saudi Arabia and as a staff emergency physician at |
---|
24 | 24 | | Darnall Army Hospital; moreover, he actively participated in |
---|
25 | 25 | | several campaigns, including Operation Desert Storm, before |
---|
26 | 26 | | retiring from the Army Reserve with the rank of lieutenant colonel; |
---|
27 | 27 | | and |
---|
28 | 28 | | WHEREAS, In 2000, following service on the emergency medical |
---|
29 | 29 | | staff of Round Rock Hospital, Dr. Carmichael retired from the |
---|
30 | 30 | | full-time practice of emergency medicine, however he remained in |
---|
31 | 31 | | the field as a registered medical sonographer; he provided |
---|
32 | 32 | | ultrasound instruction to emergency physicians, and he later went |
---|
33 | 33 | | back to treating patients part-time at Austin area urgent care |
---|
34 | 34 | | centers; and |
---|
35 | 35 | | WHEREAS, Dr. Carmichael gave back to his profession as a |
---|
36 | 36 | | member of numerous organizations; during medical school, he was |
---|
37 | 37 | | elected as a student member of the American Medical Association, |
---|
38 | 38 | | and in 1983, he was a student delegate to the AMA House of |
---|
39 | 39 | | Delegates; as his career progressed, he joined the Texas Medical |
---|
40 | 40 | | Association, which he served as chair of the TMA Committee on Trauma |
---|
41 | 41 | | and EMS, and the Texas College of Emergency Physicians, which he |
---|
42 | 42 | | served as a member of the membership and legislative committees; he |
---|
43 | 43 | | was honored with a Council Teamwork Award, and he was selected as a |
---|
44 | 44 | | fellow of the American College of Emergency Physicians; and |
---|
45 | 45 | | WHEREAS, Dr. Carmichael was an avid distance runner and |
---|
46 | 46 | | bicyclist who took great pleasure in the outdoors; although he was |
---|
47 | 47 | | diagnosed with multiple sclerosis in 1995, he continued to pursue |
---|
48 | 48 | | physical activity and especially enjoyed taking part in two major |
---|
49 | 49 | | MS fund-raisers, the BP MS 150 bike ride from Austin to Houston and |
---|
50 | 50 | | the MS 150 Bike to the Beach from San Antonio to Corpus Christi; he |
---|
51 | 51 | | and some friends founded the Champions Against MS team for |
---|
52 | 52 | | participants who were struggling with the disease themselves, and |
---|
53 | 53 | | members were recognizable in their orange, black, and white jerseys |
---|
54 | 54 | | that read "I have MS That is Why I Ride"; and |
---|
55 | 55 | | WHEREAS, Throughout his life, Doug Carmichael distinguished |
---|
56 | 56 | | himself as a talented physician, a patriotic American, and a |
---|
57 | 57 | | devoted friend and loved one, and memories of him will forever be |
---|
58 | 58 | | cherished by all those who held him dear; now, therefore, be it |
---|
59 | 59 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
60 | 60 | | Legislature hereby pay tribute to the memory of Douglas Allison |
---|
61 | 61 | | Carmichael and extend deepest sympathy to the members of his |
---|
62 | 62 | | family: to his wife, Loise King Waller; to his children, U.S. Marine |

63 | 63 | | Corporal Hunter Allison Carmichael, Danielle Suzanne Carmichael, |
