| 5 | 5 | | WHEREAS, Karen E. Gray was reelected as a member of the Balch |
|---|
| 6 | 6 | | Springs City Council on May 9, 2009; and |
|---|
| 7 | 7 | | WHEREAS, A Balch Springs resident for more than 25 years, Ms. |
|---|
| 8 | 8 | | Gray enjoys a career as a financial advisor; she has applied that |
|---|
| 9 | 9 | | expertise to her role on the council, helping to bring about a |
|---|
| 10 | 10 | | budget surplus and working to negotiate such important purchases as |
|---|
| 11 | 11 | | two buses for the transportation of elderly and handicapped |
|---|
| 12 | 12 | | residents; and |
|---|
| 13 | 13 | | WHEREAS, Among the other positive changes the city has seen |
|---|
| 14 | 14 | | since Ms. Gray joined the council are the creation of a traffic |
|---|
| 15 | 15 | | division in the marshals office to patrol school zones and slow |
|---|
| 16 | 16 | | traffic in other areas and the establishment of a special use |
|---|
| 17 | 17 | | alcohol permit to impede the opening of beer and wine stores in |
|---|
| 18 | 18 | | neighborhoods; her contributions to public safety further include |
|---|
| 19 | 19 | | voting for the creation of a K9 unit with two new police positions; |
|---|
| 20 | 20 | | and |
|---|
| 21 | 21 | | WHEREAS, Looking to the future, Ms. Gray also advocated for |
|---|
| 22 | 22 | | holding tanks to prevent flooding, initiated the "clean-out and |
|---|
| 23 | 23 | | maintain" program for Hickory Creek, one of the city's most |
|---|
| 24 | 24 | | cherished landmarks, and promoted the development of a hospital and |
|---|
| 25 | 25 | | shopping center in her district; and |
|---|
| 26 | 26 | | WHEREAS, Ms. Gray's goals for her current term include |
|---|
| 27 | 27 | | enlisting a city grant writer, holding down property taxes, and |
|---|
| 28 | 28 | | soliciting state and federal tax dollars to contribute to the cost |
|---|
| 29 | 29 | | of city operations; and |
|---|
| 30 | 30 | | WHEREAS, Each day, public servants improve the quality of |
|---|
| 31 | 31 | | life for their fellow citizens in innumerable ways, and the efforts |
|---|
| 32 | 32 | | of Ms. Gray are indeed helping to make Balch Springs a better place |
|---|
| 33 | 33 | | in which to live, work, and raise a family; now, therefore, be it |
|---|
| 34 | 34 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 35 | 35 | | Legislature hereby congratulate Karen E. Gray on her reelection to |
|---|
| 36 | 36 | | the Balch Springs City Council and extend to her sincere best wishes |
|---|
| 37 | 37 | | for continued success; and, be it further |
|---|
| 38 | 38 | | RESOLVED, That an official copy of this resolution be |

| 39 | 39 | | prepared for Ms. Gray as an expression of high regard by the Texas |
