81R32846 JGH-D By: Marquez H.R. No. 2265 R E S O L U T I O N WHEREAS, Rachel Harracksingh of El Paso is the 2009 recipient of the Joe B. Brown Humanitarian of the Year Award from the Texas Ambulance Association; and WHEREAS, The Texas Ambulance Association is dedicated to improving emergency medical care and transportation in the Lone Star State, and the Joe B. Brown Award pays tribute to the association's founder and first president; and WHEREAS, Rachel Harracksingh is the president of Life Ambulance Service in El Paso, which has served El Paso County since 1985; the company also runs the Life Ambulance EMS Academy, one of the largest EMS and paramedic training and certification programs in West Texas; and WHEREAS, In her capacity as secretary of the TAA and chair of the association's reimbursement committee, Ms. Harracksingh has worked to promote an increase in Medicaid reimbursements, benefiting ambulance providers across the Lone Star State; and WHEREAS, Rachel Harracksingh has proven herself to be a leader in her profession, and her work with the Texas Ambulance Association in helping to guarantee the safety and reliability of emergency medical care in Texas is indeed worthy of recognition; now, therefore, be it RESOLVED, That the House of Representatives of the 81st Texas Legislature hereby congratulate Rachel Harracksingh on receiving the 2009 Joe B. Brown Humanitarian of the Year Award from the Texas Ambulance Association and extend to her sincere best wishes for continued success and happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Harracksingh as an expression of high regard by the Texas House of Representatives.
