| 5 | 5 | | WHEREAS, Rachel Harracksingh of El Paso is the 2009 recipient |

| 6 | 6 | | of the Joe B. Brown Humanitarian of the Year Award from the Texas |

| 7 | 7 | | Ambulance Association; and |
|---|
| 8 | 8 | | WHEREAS, The Texas Ambulance Association is dedicated to |
|---|
| 9 | 9 | | improving emergency medical care and transportation in the Lone |
|---|
| 10 | 10 | | Star State, and the Joe B. Brown Award pays tribute to the |
|---|
| 11 | 11 | | association's founder and first president; and |
|---|
| 12 | 12 | | WHEREAS, Rachel Harracksingh is the president of Life |
|---|
| 13 | 13 | | Ambulance Service in El Paso, which has served El Paso County since |
|---|
| 14 | 14 | | 1985; the company also runs the Life Ambulance EMS Academy, one of |
|---|
| 15 | 15 | | the largest EMS and paramedic training and certification programs |
|---|
| 16 | 16 | | in West Texas; and |
|---|
| 17 | 17 | | WHEREAS, In her capacity as secretary of the TAA and chair of |
|---|
| 18 | 18 | | the association's reimbursement committee, Ms. Harracksingh has |
|---|
| 19 | 19 | | worked to promote an increase in Medicaid reimbursements, |
|---|
| 20 | 20 | | benefiting ambulance providers across the Lone Star State; and |
|---|
| 21 | 21 | | WHEREAS, Rachel Harracksingh has proven herself to be a |
|---|
| 22 | 22 | | leader in her profession, and her work with the Texas Ambulance |
|---|
| 23 | 23 | | Association in helping to guarantee the safety and reliability of |
|---|
| 24 | 24 | | emergency medical care in Texas is indeed worthy of recognition; |
|---|
| 25 | 25 | | now, therefore, be it |

| 26 | 26 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 27 | 27 | | Legislature hereby congratulate Rachel Harracksingh on receiving |

| 28 | 28 | | the 2009 Joe B. Brown Humanitarian of the Year Award from the Texas |

| 29 | 29 | | Ambulance Association and extend to her sincere best wishes for |
