5	5	WHEREAS, Residents of the city of McAllen are gathering at
6	6	the State Capitol on February 10, 2009, to celebrate their
7	7	community's contributions to the vitality of the Lone Star State;
8	8	and
9	9	WHEREAS, Located in southern Hidalgo County, the site of
10	10	present-day McAllen was developed by Spanish settler Jose Manuel
11	11	Gomez, who founded the Santa Anita Ranch in 1797; the ranch grew in
12	12	size and passed through the hands of several heirs of his
13	13	great-granddaughter, Salome Balli, who married John McAllen;
14	14	together they continued to add to the property and renamed it
15	15	McAllen Ranch; and
16	16	WHEREAS, In 1904, Mr. McAllen and other early settlers
17	17	established a town site called West McAllen, where the St. Louis,
18	18	Brownsville & Mexico Railroad arrived a year later; additional
19	19	developers founded East McAllen in 1907, and the two towns
20	20	eventually merged and welcomed several businesses, churches, and
21	21	residences and a newspaper; by 1920, the city's population exceeded
22	22	5,000 and continued to grow steadily; and
23	23	WHEREAS, In the last three decades, McAllen has become a
24	24	center for business, commerce, and government in the Valley; ranked
25	25	number one in the nation in job growth in 2008, McAllen has the
26	26	strongest housing market in the country, according to Forbes
27	27	magazine, and it was named the number-one fastest-growing real
28	28	estate market in the country by CNNMoney.com; in addition, the city
29	29	is home to South Texas College, one of the fastest-growing
30	30	community colleges in the nation; and
31	31	WHEREAS, The unique landscape of the Rio Grande Valley
32	32	provides promising soil for farming and produces a hospitable
33	33	environment for cultivating citrus fruits, cotton, sugarcane, and
34	34	many other crops and vegetables; a variety of ecosystems also
35	35	nurtures many unusual flora and fauna specific to this region of the
36	36	country; and
37	37	WHEREAS, A center for cultural activities, McAllen is home to
38	38	the International Museum of Art and Science, which serves as a
39	39	showcase for traveling exhibitors, loaned works from the
40	40	Smithsonian Institution, and an extensive collection of Latin
41	41	American folk art; tourists and residents alike enjoy festive
42	42	annual events, including the Candlelight Posada, the Fourth of July
43	43	Celebration and Parade, Palmfest Fajita Cook-off, International
44	44	Friendship Run, and McAllen New Year's Eve Celebration; and
45	45	WHEREAS, Led by Mayor Richard Cortez, District 1 Council
46	46	Member Scott Crane, District 2 Council Member Marcus Barrera,
47	47	District 3 Council Member Hilda Salinas, District 4 Council Member
48	48	Aida Ramirez, District 5 Council Member John Ingram, and District 6
49	49	Council Member James "Jim" Darling, the citizens of McAllen are
50	50	justifiably proud of their city, which has played a significant
51	51	role in the annals of Texas history, and it is a pleasure to pay
52	52	tribute to them on this special day; now, therefore, be it
53	53	RESOLVED, That the House of Representatives of the 81st Texas
54	54	Legislature hereby recognize February 10, 2009, as McAllen Day at
55	55	the State Capitol and extend to all those McAllen residents who are
56	56	present on this day sincere best wishes for a memorable visit to
57	57	Austin.
