| 5 | 5 | | WHEREAS, Mayor Lyda Ann Thomas has long been a valued |

| 6 | 6 | | supporter of the celebration of Juneteenth in Galveston; and |
|---|
| 7 | 7 | | WHEREAS, An official state holiday since 1980, Juneteenth |
|---|
| 8 | 8 | | commemorates an important milestone in human rights in Texas, the |
|---|
| 9 | 9 | | first reading of the Emancipation Proclamation in Galveston on June |
|---|
| 10 | 10 | | 19, 1865, by Union general Gordon Granger, which effectively freed |
|---|
| 11 | 11 | | the 250,000 slaves in Texas at the end of the Civil War; and |
|---|
| 12 | 12 | | WHEREAS, Mayor Thomas served her fellow citizens as a member |
|---|
| 13 | 13 | | of the city council before being elected mayor in 2002; she has |
|---|
| 14 | 14 | | provided exceptional leadership throughout her terms, and was |
|---|
| 15 | 15 | | nationally recognized for her efforts during Hurricanes Rita and |
|---|
| 16 | 16 | | Ike; and |
|---|
| 17 | 17 | | WHEREAS, In addition to participating in Galveston |
|---|
| 18 | 18 | | Juneteenth Celebrations for five consecutive years, Mayor Thomas |
|---|
| 19 | 19 | | supported the installation of the state Juneteenth monument and has |
|---|
| 20 | 20 | | assisted with the Al Edwards Juneteenth Banquet; and |
|---|
| 21 | 21 | | WHEREAS, Through her ongoing efforts and support, Mayor |
|---|
| 22 | 22 | | Thomas has helped to ensure a continued awareness of this landmark |
|---|
| 23 | 23 | | event, not only in Galveston but also across the state; now, |
|---|
| 24 | 24 | | therefore, be it |
|---|
| 25 | 25 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 26 | 26 | | Legislature hereby commend Mayor Lyda Ann Thomas for her notable |
|---|
| 27 | 27 | | support of Juneteenth activities and extend to her sincere best |
|---|
| 28 | 28 | | wishes for continued success and happiness; and, be it further |
