| 5 | 5 | | WHEREAS, Candelario Barragan of El Paso has distinguished |

| 6 | 6 | | himself as an outstanding educator in the Socorro Independent |
|---|
| 7 | 7 | | School District; and |
|---|
| 8 | 8 | | WHEREAS, The son of migrant farm workers, Cande Barragan |
|---|
| 9 | 9 | | graduated as valedictorian of Bowie High School and went on to earn |
|---|
| 10 | 10 | | a bachelor's degree in math, cum laude, from The University of Texas |
|---|
| 11 | 11 | | at El Paso; and |
|---|
| 12 | 12 | | WHEREAS, Today, Mr. Barragan is a popular mathematics teacher |
|---|
| 13 | 13 | | at El Dorado High School, where his enthusiastic and humorous |
|---|
| 14 | 14 | | teaching style is known to include singing and dancing; moreover, |
|---|
| 15 | 15 | | he dedicates his time to tutoring students before and after school, |
|---|
| 16 | 16 | | and as a result, many of them go on to achieve a 98 percent passing |
|---|
| 17 | 17 | | rate on the Texas Assessment of Knowledge and Skills test; and |
|---|
| 18 | 18 | | WHEREAS, Mr. Barragan was named El Dorado's 2006-2007 Teacher |
|---|
| 19 | 19 | | of the Year, and in 2007, he was also one of four teachers in Texas |
|---|
| 20 | 20 | | to earn the Milken Family Foundation National Educator Award; |
|---|
| 21 | 21 | | called the "Oscars of teaching" by Teacher Magazine, the awards |
|---|
| 22 | 22 | | provide public recognition and financial rewards to elementary and |
|---|
| 23 | 23 | | secondary schoolteachers, principals, and others who are |
|---|
| 24 | 24 | | furthering excellence in education; and |
|---|
| 25 | 25 | | WHEREAS, Children are the Lone Star State's most precious |
|---|
| 26 | 26 | | resource, and a quality education is vital in order for young people |
|---|
| 27 | 27 | | to become successful adults; Cande Barragan demonstrates the |
|---|
| 28 | 28 | | passion, determination, and commitment that are the hallmarks of |
|---|
| 29 | 29 | | our best teachers, and he is indeed an exemplary role model in his |
|---|
| 30 | 30 | | profession; now, therefore, be it |
|---|
| 31 | 31 | | RESOLVED, That the House of Representatives of the 81st Texas |
|---|
| 32 | 32 | | Legislature hereby commend Candelario Barragan for his exceptional |
|---|
| 33 | 33 | | achievements in education and extend to him sincere best wishes for |
