5 | 5 | | WHEREAS, In honor of a lifetime of devoted service to law |
---|
6 | 6 | | enforcement and the martial arts, the Texas House of |
---|
7 | 7 | | Representatives is pleased to recognize August 8, 2009, as Robert |
---|
8 | 8 | | K. Koga Day in Texas; and |
---|
9 | 9 | | WHEREAS, Interned with his family at Topaz Internment Camp in |
---|
10 | 10 | | Utah during World War II, Mr. Koga first learned martial arts at the |
---|
11 | 11 | | age of 12, in order to defend himself from the gangs that formed |
---|
12 | 12 | | within the facility; he later went on to study Greco-Roman |
---|
13 | 13 | | wrestling in high school; and |
---|
14 | 14 | | WHEREAS, In 1949, Mr. Koga answered his nation's call to duty |
---|
15 | 15 | | and enlisted in the U.S. Air Force, and while serving in Japan and |
---|
16 | 16 | | Korea he continued his pursuit of excellence in the martial arts; |
---|
17 | 17 | | and |
---|
18 | 18 | | WHEREAS, In 1955, Mr. Koga joined the Los Angeles Police |
---|
19 | 19 | | Department, where he worked in the patrol, narcotics, detective, |
---|
20 | 20 | | and traffic and training divisions until his retirement in 1979; |
---|
21 | 21 | | and |
---|
22 | 22 | | WHEREAS, Mr. Koga studied under Aikido master Koichi Tohei in |
---|
23 | 23 | | the 1960s, and he went on to develop his own system, Koga Jutsu, a |
---|
24 | 24 | | system of self-defense and arrest control techniques designed for |
---|
25 | 25 | | use by police officers; and |
---|
26 | 26 | | WHEREAS, The author of four books on this powerful martial |
---|
27 | 27 | | art, Mr. Koga has trained officers in the technique around the |
---|
28 | 28 | | world, offering instruction to Navy Seals, the Delta Force, the |
---|
29 | 29 | | Royal Canadian Mounted Police, and the Royal Brigade Guards of the |
---|
30 | 30 | | King of Saudi Arabia; the Koga method has also been taught at police |
---|
31 | 31 | | academies across the United States and in Mexico and China; and |
---|
32 | 32 | | WHEREAS, For 25 years, Mr. Koga has been certifying |
---|
33 | 33 | | instructors of the Carrollton Police Department in his techniques, |
---|
34 | 34 | | and for the past 16 years, this dedicated law enforcement |
---|
35 | 35 | | professional has journeyed to Carrollton on a regular basis to |
---|
36 | 36 | | personally train the department's instructors; and |
---|
37 | 37 | | WHEREAS, A world-renowned expert in the effective use of |
---|
38 | 38 | | martial arts techniques for peace officers, Robert Koga has made a |
---|
39 | 39 | | vital difference in the lives of the men and women of the Carrollton |
---|
40 | 40 | | Police Department, helping to ensure their safety and effectiveness |
---|
41 | 41 | | in the execution of their duties; now, therefore, be it |
---|
42 | 42 | | RESOLVED, That the House of Representatives of the 81st Texas |
---|
43 | 43 | | Legislature hereby recognize August 8, 2009, as Robert K. Koga Day |
---|
44 | 44 | | in the State of Texas and extend to him sincere best wishes for |
---|
45 | 45 | | continued success and happiness; and, be it further |
---|
46 | 46 | | RESOLVED, That an official copy of this resolution be |

47 | 47 | | prepared for Mr. Koga as an expression of high regard by the Texas |
