44 R E S O L U T I O N
55 WHEREAS, The Texas House of Representatives is pleased to
66 recognize the directors and employees of the Community Supervision
77 and Corrections Department (CSCD) for their outstanding service to
88 the Lone Star State; and
99 WHEREAS, With locations throughout Texas, the CSCD is
1010 responsible for providing community supervision or adult probation
1111 services to hundreds of thousands of individuals, and it offers
1212 numerous programs that are designed to change individual behavior
1313 and help protect the community; and
1414 WHEREAS, The agency's directors, along with their teams,
1515 tirelessly manage all aspects of the adult probation departments
1616 within their jurisdictions, aim to improve lives through the use of
1717 best practices, and encourage individuals assigned to community
1818 supervision to take positive steps toward enhancing their quality
1919 of life; and
2020 WHEREAS, The committed individuals who have contributed
2121 immeasurably to the successful reintegration of formerly
2222 incarcerated individuals into the community include: Paul Becker,
2323 director of Harris County CSCD; Stephen L. Enders, director of
2424 West Texas CSCD; George Hernandez, director of Caldwell County
2525 CSCD; Steven T. Henderson, director of Lubbock/Crosby Counties
2626 CSCD; Leighton Iles, director of Fort Bend County CSCD; Todd
2727 Jermstad, interim director of Bell County CSCD; Dr. Geraldine Nagy,
2828 director of Travis County CSCD; Dr. Michael E. Noyes, director of
2929 Dallas County CSCD; Tom Plumlee, director of Tarrant County CSCD;
3030 Jim Stott, director of Jefferson County CSCD; and Rodney J.
3131 Thompson, director of Angelina County CSCD, as well as many other
3232 caring and hardworking employees; and
3333 WHEREAS, Paul Becker has worked diligently with state
3434 legislators to advocate for stronger probation departments on
3535 behalf of the entire field of community corrections; Mr. Becker has
3636 also made much-needed improvements to the Harris County CSCD with
3737 his knowledge of treatment programs and team building; and
3838 WHEREAS, Stephen L. Enders has brought progressive and
3939 innovative programming to adult probation in El Paso for more than
4040 35 years; he has implemented and administered many smart-on-crime
4141 community corrections programs in the area, including an adult
4242 probation learning center, a treatment alternative to
4343 incarceration program, and victim services; moreover, Mr. Enders
4444 has presented fresh, evidence-based ways of management, and he is
4545 the chair of the Probation Advisory Committee (PAC) and a member of
4646 the Texas Probation Association (TPA) and the Texas Corrections
4747 Association; and
4848 WHEREAS, George Hernandez is retiring at the end of August
4949 2009, after a long and admirable career marked by dedication and
5050 service to community corrections; he has devoted numerous hours as
5151 an advocate for recruiting and retaining quality officers, and he
5252 has passionately represented the interests of the Central Texas
5353 regional chiefs as a member of the Probation Advisory Committee and
5454 as the current co-chair of the TPA Adult Legislative Committee; and
5555 WHEREAS, Steven T. Henderson has contributed to the field of
5656 community supervision for more than two decades with his impeccable
5757 work ethic and extensive knowledge about those programs and
5858 supervision strategies that have been proven beneficial to the
5959 community; Mr. Henderson is a much sought-after resource, and he
6060 consistently provides his staff with the tools and encouragement
6161 they need to serve their clients effectively; and
6262 WHEREAS, Leighton Iles is an invaluable resource for
6363 legislators, probation directors, advocacy groups, and judges,
6464 with over 20 years of experience in addressing substance abuse and
6565 community supervision issues; recognized for his willingness to go
6666 above and beyond what is expected of him, Mr. Iles was granted
6767 membership on the TPA Adult Legislative Committee, and in October
6868 2007, he was appointed to represent all 122 CSCD offices on the
6969 Judicial Advisory Council; and
7070 WHEREAS, Todd Jermstad shares his experience with
7171 smart-on-crime criminal justice policies and his extensive
7272 legislative knowledge with judges, probation directors, and such
7373 advocacy groups as the Texas Criminal Justice Coalition and the
7474 Center for Effective Justice at the Texas Public Policy Foundation;
7575 Mr. Jermstad's willingness to support the efforts of those who seek
7676 his help is constant and unparalleled, and it has made him a trusted
7777 and irreplaceable friend to many within the field of community
7878 supervision; and
7979 WHEREAS, Dr. Geraldine Nagy has worked with the Texas
8080 Legislature during several sessions to improve community
8181 corrections, and she genuinely understands the role of adult
8282 probation departments in changing the lives of those placed under
8383 supervision and in making the community safer; Dr. Nagy has
8484 dedicated her outstanding career to researching and implementing
8585 effective justice system practices in her current position and
8686 through her former roles as deputy director for the Community
8787 Justice Assistance Division of the Texas Department of Criminal
8888 Justice and deputy director of Bastrop County CSCD; and
8989 WHEREAS, Dr. Michael E. Noyes is a valuable asset to the
9090 criminal justice system, and his implementation of evidence-based
9191 best practices is improving the lives of many Texans; Mr. Noyes has
9292 more than 20 years of experience in the administration of public and
9393 private agencies that provide direct services to at-risk families,
9494 delinquent and dependent youth, and adults within the community
9595 corrections environment; along with his committed and
9696 knowledgeable team, he has spent considerable time during this
9797 session working with policy makers who are seeking smart-on-crime
9898 approaches that increase public safety and use tax revenue
9999 efficiently; and
100100 WHEREAS, Tom Plumlee has gained the respect and admiration of
101101 his peers by devoting his career to enhancing the lives of those
102102 involved in the adult probation system; he has served as a CSCD
103103 director for more than two decades in Amarillo and later Fort Worth,
104104 and he has also worked as a probation officer for the Dallas County
105105 Probation Department; and
106106 WHEREAS, Jim Stott has been a leader in the field of adult
107107 probation as a former president and co-chair of the TPA Adult
108108 Legislative Committee; with his active participation and his
109109 incredible dedication, he has helped his colleagues find solutions
110110 to the problems facing community supervision, and he has remained a
111111 strong advocate of community corrections; and
112112 WHEREAS, Since 1983, Rodney J. Thompson has proven his
113113 commitment to strengthening community supervision in Texas, and he
114114 continues to serve on the board of directors for TPA and as co-chair
115115 of the TPA Adult Legislative Committee; Mr. Thompson was recognized
116116 as the Supervisor of the Year for the Tarrant County CSCD in 2005,
117117 and he has advocated for qualified staff and additional
118118 smart-on-crime strategies that will target the root causes of
119119 criminal behavior and address the needs of those suffering from
120120 substance abuse; and
121121 WHEREAS, The CSCD directors have made lasting contributions
122122 to the areas they serve, and they have helped to strengthen the
123123 Texas criminal justice system by reducing incarceration costs,
124124 increasing public safety, and promoting independent and
125125 responsible living; now, therefore, be it
126126 RESOLVED, That the House of Representatives of the 81st Texas
127127 Legislature hereby honor all employees of the Community Supervision
128128 and Corrections Department for their notable public service, and
129129 extend to them sincere appreciation for their dedication to the
130130 criminal justice corrections community; and, be it further
131131 RESOLVED, That an official copy of this resolution be
132132 prepared for the CSCD directors as an expression of high regard by
133133 the Texas House of Representatives.
